Others cannot tolerate and accept it. Likewise, when the one with the ten powers appears, the entire realm of Dharma in all ten directions is completely filled. When the Dharma rains down like a great rain, only a pure mind can grasp it. Just as great rain clouds descend from the expanse of the sky, there is no coming or going in them, no doer, and no feeler. These arise naturally, not from other causes. Similarly, when the Dharma cloud with the ten powers rains down Dharma, although there is no transference or coming and going, through the power of the Bodhisattva and the cause of virtuous conduct, the cloud of the Bodhisattva's Dharma nature also arises. There is no such sentient being in these three realms who can count the raindrops shed by the clouds, except for the lord of the three thousand worlds. That dominion is counted by the fruit of past aspirations. Likewise, all the great rains that the Sugatas send down cannot be easily measured by counting by all sentient beings. The most supreme masters of beings in all the worlds, they are like great clouds and great rains, operating with precious hands. The utterly pacified cause pacification, and cause arising to arise. Furthermore, that which is completely severed is completely severed. The practitioner is likewise other, that is a precious practice. The discriminator completely discriminates all three thousand worlds. The field cloud with the ten powers pacifies all afflictions. The arising causes a thousand hundred kinds of goodness to arise completely. The completely severing completely severs the appearance of views. Accomplishing the preciousness of the Victorious One, and discriminating thoughts. Just as rain falls from the sky, although it has one taste, it transforms into various forms due to the difference in location. However, water has no discrimination and no thoughts. These various forms of completeness are the nature of Dharma. Likewise, Dharma is neither one nor different, it has one taste, is peaceful and without thought, but the completeness of the Buddha's Dharma will arise endlessly. This is the nature of Dharma for those who are free from defilements. Just as initially the immeasurable palaces of the form realm appear, then the immeasurable palaces of the desire realm are arranged, and then on the earth the dwellings of humans are arranged.
