I allow you to gather together on the eighth, fourteenth, and fifteenth days to speak the Dharma. And it should be spoken in this way: a Dharma-speaking bhikṣu should make the assembly understand with meaning and words. Then, those bhikṣus speak in ordinary words, and because they speak in ordinary words, the assembly does not understand. When that happens, those bhikṣus ask the Blessed One, and the Blessed One says: I allow you to speak the Dharma with melody. Those bhikṣus speak as they are, and those assemblies do not understand. The Blessed One says: I allow you to teach the Dharma on a high seat. Those bhikṣus summarize and speak the great sutras, and because they are hesitant, they do not expand, and they exhaust the day. The assemblies become weary. The Blessed One says: I allow you to expand as you please according to the meaning. Those people reduce the work of the sutras to a few days and then tell stories. Wanting to arrange the text as it is said, those people hesitate, wondering if they will make the end of the sutras unsuitable. The Blessed One says: I allow you to reduce the meaning of the sutras to a few days and also tell stories from time to time. Do as the text says, connect with meaning and words, and make the assemblies understand. Those sutras should also be taken in that way. Those two people teach together to one assembly, and the Blessed One says: Do not teach together to one assembly. Whoever teaches will commit a transgression. Those people teach to different assemblies, and those people become confused. The Blessed One says: Do not teach to different assemblies. If you teach, you will commit a transgression. Then, those people teach to two assemblies at once, and the Blessed One says: Do not teach to two assemblies at once. Whoever teaches will commit a transgression. Teaching in this way will not confuse the two, and it should be taught in that way. Those people chase after the assembly, and the Blessed One says: Do not chase after the assembly. 遮盖自己和前往那里是没有罪过的。他们从佛法之门寻求获得,以贩卖佛法为生。世尊开示说:也不要从佛法之门寻求获得,不要贩卖佛法而生活。之后,在无言语之后,世尊开示说:以忆念来忆念吧,在没有忆念之后,逐渐地说吧。在结合偈颂和旋律之后,世尊开示说:自己说吧,或者委托其他比丘吧,也要认识被委托的人。自己不说,或者不委托其他比丘,也不认识被委托的人,就会变成包含过失的。那些依次被指定,像这样,瞎子、愚笨的人和驼背的人,其他外道游行者说:在沙迦族的出家人中,这些人是圣人啊!是主要的人啊!是最好的人啊!这样当面指责过失,说出嘲笑和不悦耳的话语。事情变成这样之后,比丘们禀告世尊,世尊开示说:如果有能力,就不要轮流指定说法者,应该指定有能力的人,应该指定不会扰乱僧团的人。其他的说法之事,无论何时何地,比丘们聚集安坐时,应该讲述确定的佛法之语。如果不知道,也应该互相询问,互相请教,不要轻视,不要为了寻找过失,不要为了嘲笑,不要为了动摇,而应该为了对佛法的恭敬和尊重而询问和请教。应该问:什么是善的?什么是不善的?什么是有罪过的?什么是没有罪过的?怎样做是善的?怎样做是恶的?这些是说法之事。什么是不说法之事呢?在比丘们说话,而不希望告诉其他人的地方,他们应该像心中所想的那样禅修,应该进入四种行为,进入互相不说话的状态。

There is no fault in covering oneself and going there. They seek to obtain through the gate of Dharma, making a living by selling Dharma. The Blessed One said: Do not seek to obtain through the gate of Dharma, and do not make a living by selling Dharma. Then, after silence, the Blessed One said: Remember by remembering. After there is no remembering, speak gradually. After combining verses and melodies, the Blessed One said: Speak for yourself, or entrust it to another monk. One should also recognize the person to whom it is entrusted. If one does not speak for oneself, or does not entrust it to another monk, and does not recognize the person to whom it is entrusted, it will become with transgression. Those who are appointed in order, like this, the blind, the foolish, and the hunchbacked, other non-Buddhist wanderers say: Among the Sakya monks, these are holy men! They are chief men! They are supreme men! Thus, they point out faults to their faces, and say mocking and unpleasant things. When this happened, the monks reported to the Blessed One, and the Blessed One said: If you have the ability, do not appoint Dharma speakers in turn. You should appoint those who have the ability. You should appoint those who will not disturb the Sangha. Other matters of speaking, at any time and in any place, when the monks gather and sit, they should speak the definite words of Dharma. If they do not know, they should ask each other, and request from each other. Do not despise, do not do it for the sake of finding fault, do not do it for the sake of ridicule, do not do it for the sake of shaking, but for the sake of reverence and respect for the Dharma, ask and request. One should ask: What is virtuous? Or what is unvirtuous? What is with transgression? Or what is without transgression? How does one become virtuous? Or how does one become sinful? This is the matter of speaking. What is the matter of not speaking? In a place where monks are speaking and do not wish to tell others, they should meditate as they have established in their minds. They should engage in the four conducts, entering into a state of not speaking to each other.
