I should not scold the elder monks, nor should I slander them, nor should I disrespect them. This is the business of the Sangha gathering at an improper time. What is the business of the elder of the Sangha gathering at an improper time? When the elder monk of the Sangha gathers at an improper time, he may announce it beforehand, or he may strike the ghanta (a type of bell). First, he should go, first he should stand, first he should sit, with reverence, with humility, with fear and obedience, with a subdued mind and a broom-like intention, he should enter the Sangha. After prostrating in order of seniority, he should sit comfortably on his seat. Towards the elders, the middle-aged, and the new monks, he should also have a loving heart, a beneficial heart, and a caring heart, regarding them as fathers, brothers, and sons. He should also observe the Sangha, who is dressed untidily, who is dressed neatly, who has become beautiful, who has become not beautiful, who is dressed properly, who is dressed improperly. Those who are dressed beautifully should be left alone. Those who are dressed untidily should be admonished and warned. Those who are dressed properly should be ignored. Those who are dressed improperly should be given a hint. If he does not understand the hint, then hint to the person sitting next to him. If the person sitting next to him also does not understand, then the elder monk should admonish in a way that does not cause confusion, he should be dressed properly, and he should not make loud noises. The elder monk should observe within the Sangha whether this Sangha is acting according to the Dharma or not. If it is according to the Dharma, then let them do as they please, let them do all things. If it is not according to the Dharma, then he should stand on the side of the Dharma, be willing to ask questions according to the Dharma, or get up from his seat and leave without saying a word. Therefore, in order not to cause disputes and conflicts, this is called the business of the elder of the Sangha gathering at an improper time. What is the business of speaking? In the city of Rajagriha, other non-Buddhist wanderers gather together on the eighth, fourteenth, and fifteenth days to discuss the Dharma.

speak. Then, many people gathered there, and they also obtained wealth and were respected, and their retinues also increased. The king of the delightful land, the wise one with a beautiful form, Heart, developed faith in this scripture and thought to himself: These wandering non-Buddhists, from the eighth day onwards, up to "their retinues also increased," are just like before. If the monks also gather together on the eighth, fourteenth, and fifteenth days to speak the Dharma, I will also go there, and the king will also go, so many people will gather. The monks will also obtain wealth and be respected, and their retinues will also increase. Many people will also accumulate much merit, the monks will also become fearless, the Dharma will also flourish, the true Dharma will also abide for a long time, the lamp of the Dharma will also burn, and it will also illuminate future generations. The king of the delightful land, the wise one with a beautiful form, Heart, went to where the Blessed One was, came before him, bowed his head to the feet of the Blessed One, and then sat to one side. Sitting to one side, the king of the delightful land, Heart, said to the Blessed One: Venerable One, the other wandering non-Buddhists, from the eighth day onwards, up to "their retinues also increased," are just like before. If the monks also, from the eighth day onwards, up to "illuminate future generations," what do you think? The Blessed One did not say anything to the king of the delightful land, the wise one with a beautiful form, Heart, but remained silent. Then, the king of the delightful land, the wise one with a beautiful form, Heart, knowing that the Blessed One did not say anything but remained silent, bowed his head to the two feet of the Blessed One, and then departed from the presence of the Blessed One. Then, the Blessed One, knowing that the king of the delightful land, the wise one with a beautiful form, Heart, had left not long ago, said to the monks: Therefore, monks,
