Drawing blood from the body of the Tathagata with malicious intent, or being a non-Buddhist, or having become a non-Buddhist, or being a thief-dweller, or having previously failed (in precepts), or having previously committed offenses (in precepts), or admitting oneself to be in another state of existence, then the Uposatha is not offered, and the Uposatha should be given to others. If one admits to being a consumer, then the Uposatha is not offered, and it should be given to others. If one admits to being a non-dweller, a separate dweller, or having given up the precepts, then the Uposatha is not offered, and the Uposatha should be given to others. This is called the perfection of giving the Uposatha. What is the perfection of receiving the Uposatha? A Bhikshu who receives the Uposatha should not run after receiving the Uposatha. He should not jump. He should not leap. He should not walk under the ground. He should not walk in the sky. He should not receive the Uposatha outside the boundary. He should receive the Uposatha knowingly within the boundary. If he takes it from outside the boundary, it becomes a misdeed. If, while he is receiving it within the boundary, there is an obvious fear of something that obstructs his livelihood, or obstructs his celibacy, or obstructs any of the eight obstructions, then there is no fault in taking it from outside the boundary. This is called the perfection of receiving the Uposatha. What is the perfection of reciting the Uposatha? If a Bhikshu who recites the Uposatha dies in the Sangha, having passed away from the future, it is called not having recited the Uposatha. If one admits to being a householder, it is also called not having recited the Uposatha. A Shramana, or a hermaphrodite, or one who has expelled a Bhikshuni, from "called" to "being in another state of existence" as before, if one admits to this, it is also called not having recited the Uposatha. Then, what is called "faith" is to regard things as the Sangha's affairs, to offer faith with wisdom, will, and thought, and to rejoice, approach, commit to, and accept the Sangha's affairs. This is called having perfect faith. What is the perfection of offering faith? If a monk is unable to go to the place of medical assistance because of illness, then he should offer faith. If he does not go without being ill, he will commit an offense. If he is threatened, such as being obstructed in his livelihood, obstructed in his pure conduct, or obstructed by any of the eight obstructions, then he should also offer faith. If he is seized by something beyond his control, he should also offer faith. It should be offered in this way: rising from the seat, placing the robe on one shoulder, squatting in front of the monk, joining the palms, and saying, "Please listen, Venerable. I, the monk named so-and-so, offer faith to the Sangha's affairs. I rejoice in and commit to the Sangha's affairs. I commit." Say this twice or three times. The other should also say, "It is appropriate." The second person should say, "Good." If one can offer in this way, that is good. If one cannot, then sit and offer. If one cannot even sit, then lie down and offer. If one cannot even lie down, then even if one is young and says, "I offer faith," it is considered offering faith. If one says, "Also recite faith for me," it is considered offering faith. If one cannot express it with words, but expresses it with bodily gestures, it is considered offering faith. If one acknowledges oneself as a householder, this is also called "unoffered offering," and the offering should be given to another. Starting from a novice monk, or a eunuch, or an expelled nun, up to being in another realm of existence, as before, even if one acknowledges oneself, it is called "unoffered offering," and the offering should be given to another. If one acknowledges oneself as a food offering, this is also called "unoffered offering." If the Sangha is divided, or does not reside, or resides separately, or approaches, or gives precepts, even if one acknowledges oneself, this is called "unoffered offering," and this is called "completely possessing the giving of offerings." What is "completely possessing the acceptance of offerings"?
