Thus it happened that the monks reported to the Blessed One. The Blessed One instructed: "Distribute equally to all." Those expansive monks who disagree with you act as if this is permissible. It is very prevalent and widely proclaimed. Then, seven hundred monks gathered together and said, "This is not Dharma, this is not Vinaya, this is not what the Teacher taught." Thus, openly pacifying the dispute, this is the Vinaya Collection of Seven Hundred. What is the source of Vinaya? The two Pratimoksha vows, along with their explanations, and the eighteen objects of Vinaya, as well as one addition to the Vinaya, the Vinaya's 'like a mother,' the fifth Vinaya, the sixteenth Vinaya, the one called Vinaya Manavaka, as well as the Vinaya's miscellaneous matters, trivial matters, beginnings, objects of discussion, Upali's questions, common ones, uncommon ones, as well as the places of learning, five hundred admonishments, five hundred classes of men of good lineage, and these five hundred previous actions are called the source of Vinaya. What is showing darkness? There are four ways of showing darkness. What are the four? Here, if a monk comes and says, "I myself heard it directly from the Blessed One, and what I directly received is like this: this is the Dharma, this is the Vinaya, this is what the Teacher taught," then one should neither rejoice nor disparage. Neither rejoice nor disparage, but listen and take the words and letters of the Dharma, and then compare them with the Sutra Pitaka and compare them with the Vinaya Pitaka. If, when compared with the Sutra Pitaka and also compared with the Vinaya Pitaka, it does not agree with the Sutra Pitaka, nor does it appear like the Vinaya, nor does it agree with the Dharma nature, then one should say these words: "Venerable one, the Blessed One did not speak of such a Dharma, nor should the Venerable One hold something similar as Dharma nature. Such a Dharma, when I compared it with the Sutra Pitaka and compared it with the Vinaya Pitaka, does not agree with the Sutra Pitaka, nor does it appear like the Vinaya, and it contradicts the Dharma nature.
