The Buddha addressed the monks, saying: "Monks, such harm occurred in the house of the householder Drepé. If the Tathagata had not known, certainly many monks would have died from poisoning. That householder, due to his evil deeds, will fall into the Avici hell. Therefore, a rule of conduct should be established for the resident monks of the Sangha. The resident monks of the Sangha should sit in order of seniority. When the food is prepared and brought, do not take even a small amount of salt beforehand. When receiving offerings in order of seniority, if one takes it without announcing 'the time for offerings has arrived,' it constitutes an offense. The origin of the story is in Shravasti. This is what happened, and the monks reported it to the Blessed One. The Blessed One instructed, 'Monks, temples can be changed from large to small, or from small to large. Stupas should not be reduced from large to small; if they are made smaller, they will disappear along with the deceased.' The Blessed One said to build a stupa with a great Wheel of Time for the image under the shade of the Jambudvipa tree, and to make offerings in the city. The monks left without musical instruments, and the householder Anathapindika said that if the Blessed One allowed it, when the Buddha image passed away, he would play music. The Blessed One said: Householder, if that is so, then you are allowed to play it. The Venerable Upali asked the Buddha, the Blessed One: Venerable, is it permissible for monks to play musical instruments? Upali, it is not permissible.
