Having gone to where the Blessed One was, and having gone, he prostrated at the feet of the Blessed One and said this: "Venerable one, I am a king, a king who has been crowned on the head. Whatever work I have to do, I do myself. Whatever is proper for the inner consorts to do, the inner consorts also do. Whatever is proper for the young men to do, the young men also do. Whether it is a minister, a great minister, a general, a townsperson, or even a villager, each does his own work. The Blessed One is also the supreme king of Dharma. Alas, compassionate Blessed One, you should also arrange what is appropriate to arrange, why do you not arrange the rotation of work?" After King Prasenajit spoke thus, the Blessed One did not speak, thus consenting. King Prasenajit, knowing that the Blessed One had consented by not speaking, prostrated at the feet of the Blessed One and departed from the presence of the Blessed One. Then the Blessed One said to the venerable Ānanda: "Ānanda, go and gather all the monks who reside and dwell in Śrāvastī into the assembly hall." The venerable one replied: "As you command." Then the venerable Ānanda, having heard from the Blessed One, gathered all the monks who resided in Śrāvastī into the assembly hall, and having gone to where the Blessed One was, prostrated with his head at the feet of the Blessed One, and sat down on one side. The venerable Ānanda said to the Blessed One: "Venerable one, all the monks who reside and dwell in Śrāvastī are gathered in the assembly hall, may the Blessed One consider that the time has come." Then the Blessed One proceeded to the assembly hall, sat down on the seat that was spread out in front of the community of monks, and having sat down, the Blessed One said to the monks: "Monks, today King Prasenajit of Kosala came to me and said: 'Alas, Blessed One, arrange what is appropriate to arrange, and do not arrange the rotation of work.' 世尊说:“不要让那些精通教理的人去做事。”众比丘不知该让谁不做事,世尊便开示说:“精通经藏者、精通律藏者、精通论藏者、广讲佛法者以及僧团中的长老,这些人不应做事。”其中,精通经藏者,就是指那些人。同样,精通律藏者、精通论藏者、广讲佛法者以及僧团中的长老,也是指那些人。世尊说:“精通经藏者、精通律藏者、精通论藏者,就是指那些人。”六群比丘读了一两部经,就说:“我们是精通经藏者,不要让我们轮值做事。”众比丘将此事禀告世尊,世尊开示说:“凡是精通所有经藏者,才是精通经藏者,这样的人不应做事。”同样,那些只犯了一两条根本戒的人也说:“我们也是精通律藏者。”同样,读了两部论的人也说:“我是精通论藏者,不要让我轮值做事。”众比丘将此事禀告世尊后,世尊开示说:“凡是精通所有律藏和所有论藏者,才不应做事。”故事发生在舍卫城。当时,拘萨罗国的国王胜光攻打一个山岩村落,派出一支军队,结果被击败而归。同样,派了两次、三次,都被击败而归。大臣们禀告说:“大王,山岩村落的势力太强大了,大王的威力却在减弱。如果大王亲自前往,或许能攻下那些山岩村落,否则无人能做到。”国王便下令宣告:“凡是在我国境内靠武器为生的人,都必须集合起来!”于是,国王率领大军来到那个村庄,将其团团围住。然而,那些人却躲藏在茂密的森林里

The Blessed One said, "Do not appoint those who are skilled in the teachings to tasks." The monks did not know who should not be appointed, so the Blessed One instructed, "Those who are skilled in the Sutras, those who are skilled in the Vinaya, those who are skilled in the Matrika, those who widely preach the Dharma, and the elders of the Sangha should not be appointed to tasks." Among them, those who are skilled in the Sutras are those very ones. Similarly, those who are skilled in the Vinaya, those who are skilled in the Matrika, those who widely preach the Dharma, and the elders of the Sangha are also those very ones. The Blessed One said, "Those who are skilled in the Sutras, those who are skilled in the Vinaya, and those who are skilled in the Matrika are those very ones." The group of six monks read one or two Sutras and said, "We are skilled in the Sutras, so do not assign us to tasks." The monks reported this matter to the Blessed One, and the Blessed One instructed, "Whoever is skilled in all the Sutras is skilled in the Sutras, and such a person should not be assigned to tasks." Similarly, those who have only violated one or two root vows also said, "We are also skilled in the Vinaya." Similarly, those who have read two treatises also said, "I am skilled in the Matrika, so do not assign me to tasks." After the monks reported this matter to the Blessed One, the Blessed One instructed, "Whoever is skilled in all the Vinaya and all the Matrika should not be assigned to tasks." The story took place in Shravasti. At that time, King Prasenajit of Kosala attacked a mountain village, sending an army, but they were defeated and returned. Similarly, they were sent twice and three times, but they were defeated and returned. The ministers reported, "Great King, the power of the mountain village is too strong, and the Great King's power is diminishing. If the Great King himself goes, perhaps he can conquer those mountain villages, otherwise no one can do it." The king then ordered a proclamation, "All those in my country who live by weapons must assemble!" Then, the king led a large army to that village and surrounded it. However, those people hid in the dense forest.
