Thus it was spoken. In short, regarding the implements and permission, it was Upali's question: How should they be blessed? The verses of holding the mind were briefly spoken. The Buddha, the Bhagavan, was dwelling in Shravasti, in the Jeta Grove, the Garden of Anathapindika, when the monks, while wandering, became ill. Some, lacking medicine, even sold their bowls, but the householders did not buy them, and they passed away. The monks reported this to the Bhagavan, and the Bhagavan instructed: Therefore, allow the sale of implements and clothes. After the Bhagavan said to allow the sale of implements and clothes, the monks washed them, turned them inside out, and kept them, and their value became very low. The Bhagavan instructed: Do not wash them, do not turn them inside out. Sell them as soon as they are sewn. The Venerable Upali asked the Buddha, the Bhagavan: Venerable Bhagavan, you instructed the monks to sell thirteen implements, how should they be blessed? Upali, they should be blessed separately. The Dharma robes should be blessed together, and after the matter is finished, they can be used freely. Similarly, the upper garment and the lower skirt, the monastic skirt and the belt of the monastic skirt, the upper garment and the belt of the upper garment, the face towel and the body towel, the scabies cloth and the razor, the covering cloth and the large cloth, these clothes should be blessed as clothes for implements, needed when sick, blessed for oneself and for practicing the same Brahmacharya. The Venerable Upali again asked the Buddha, the Bhagavan: Venerable Bhagavan, you instructed to bless thirteen implements, what should be done with the clothes that are more than that? The Bhagavan instructed: Upali, those should be offered to the teachers, preceptors, and those who hold the mind, and then kept. It should also be offered in this way: Sit in front of a monk and say this: Please listen, Venerable, I, named so-and-so, offer this extra cloth. According to the rules of offering, offer it to the preceptor, and the preceptor, having held the mind, may keep it. Just like that.
