How is it decay? By how much is it decay? Upali, even as long as there are those who work and are diligent. If there are those who work and are diligent, it is said that the holy Dharma exists. If there is no work and no diligent ones, it is said that the holy Dharma decays. The venerable Upali asked the Blessed One: Venerable, within the boundary, when the king is dwelling, is it permissible to perform actions? Upali, it is permissible. After the king has completed the count, is it permissible to perform actions? Upali, it is not permissible. Why is that? Upali, the Buddha Jewel is also different, and the Sangha Jewel is also different. The venerable Upali asked the Blessed One: Venerable, is it permissible to establish a boundary that has not been established? Upali, it is not permissible. Venerable, by how much is it said that a boundary cannot be established? Upali, by three: mandala, water surrounding, and within the boundary. Venerable, on the other side of a flowing river, is it permissible to destroy a boundary? Upali, it is not permissible. If there is a strong bridge, then it is permissible. Venerable, if the bridge is broken or destroyed, by how much is it said to be indestructible? Upali, if there is a mind to tie it again, then it will not be destroyed within seven days. The venerable Upali asked the Blessed One: Venerable, when a bhikkhu destroys a boundary, if the bhikkhu who is performing the action dies, is it then called killing or not killing? Upali, if the signs are spoken and much action is done, then it is called cutting off. The opposite is not cutting off. Venerable, when a bhikkhuni cuts off a boundary, if the bhikkhuni who is performing the action dies, is it then called killing or not killing? Upali, if the signs are spoken and much action is done, then it is called cutting off. The opposite is called not cutting off. Four verses from the first door sutra in the source of the matter. In short: On the earth and in the sky, work should be done, boundaries and complete purification, a bhikkhu dwelling in one place, should observe all actions.
