我能像律藏所说、像导师所教导的那样，使之平息吗？我能将那些争论和反驳的比丘从不善之处唤醒，并引导他们进入善良之处吗？我能使这场争论永远不再发生，从而使之平息吗？我这样想着。因此，如果优波离公正的持律者想要处理争端，就应该极其深思熟虑地思考十个方面。应该极其仔细地审查，应该极其认真地考察，然后才能平息争端。这十个方面是什么呢？我所说的这些话语，是否会有精通经藏、精通律藏、精通论藏的比丘存在于僧团之中？这些僧团之中，是否有我的同伴能够像法一样、像律一样、像导师所教导的那样平息这场比丘的争端？这些僧团之中，是否有我的同伴能够使这场比丘的争端不再蔓延？这些僧团之中，是否有我的同伴能够如法地平息这场争端，使其不再发生？这些僧团之中，是否有我的同伴能够对那些争论和反驳的比丘说，这场争端将蔓延到国王的宫廷，蔓延到那些有决定权的人那里，从而如法地制止他们？我是否有这样的想法？我能在这僧团之中平息这场争端吗？我是否需要到外面去寻求平息这场争端的方法？我是否能够使那些争论和反驳这场争端的比丘不必从一个地方到另一个地方去？我是否能够像不再发生那样平息这场争端？我这样想着。优波离，具备这十种品质的持律者能够平息发生的争端。这十种品质是什么呢？能够宣讲佛陀所说的经典，能够讲解声闻所说的经典，能够讲解佛陀时代出现的经典，能够讲解任何时代出现的经典，能够讲解片面的经典，能够讲解黑色和白色的经典。

Can I pacify it as the Vinaya says, as the Teacher taught? Can I awaken those disputing and refuting monks from the state of non-virtue and guide them into the state of virtue? Can I pacify this dispute in such a way that it will never happen again? I thought like this. Therefore, if Upali, the impartial Vinaya holder, wants to handle a dispute, he should think very carefully about ten aspects. He should examine very carefully, he should investigate very carefully, and then he should pacify the dispute. What are these ten aspects? Will there be monks in the Sangha who hold the Sutras, hold the Vinaya, and hold the Matrika, who have grasped what I have said here in speech? Among these Sanghas, is there a companion of mine who can pacify this dispute of monks as it is according to the Dharma, as it is according to the Vinaya, as it is taught by the Teacher? Among these Sanghas, is there a companion of mine who can prevent this dispute of monks from spreading further? Among these Sanghas, is there a companion of mine who can pacify this dispute according to the Dharma and prevent it from happening again? Among these Sanghas, is there a companion of mine who can say to those disputing and refuting monks, 'May this dispute spread to the court of the king, may it spread to those who have the power to decide,' and thus stop them according to the Dharma? Do I have such a thought? Can I pacify this dispute within this Sangha? Will I not need to seek outside for a way to pacify this dispute? Will I be able to prevent those disputing and refuting this dispute from having to go from one place to another? Will I be able to pacify this dispute in such a way that it will never happen again? I thought like this. Upali, a Vinaya holder who possesses these ten qualities can pacify a dispute that has arisen. What are these ten qualities? Being able to expound the Sutras spoken by the Buddha, being able to explain the Sutras spoken by the Hearers, being able to explain the Sutras that appeared in the time of the Buddha, being able to explain the Sutras that appeared at all times, being able to explain the one-sided Sutras, and being able to explain the black and white Sutras.

讲经，依经之理而讲经，于一切处行之讲经，与经相符之讲经，能讲与律相符之经。邬波离持律者以争端而以十种方式令息灭。何为十？应知比丘立宗者，应知比丘答辩者，应审查比丘立宗者，应审查答辩之比丘，应使立宗之比丘立誓，应使答辩之比丘立誓，应使立宗之比丘确定，应使答辩之比丘确定。 应使立宗之比丘起立，应使答辩之比丘起立。具足十法，持律者能如实显示罪过，何为十？知罪重者，知罪轻者，知有余者，知无余者，知恶处，知非恶处，知制立，知未制立，知忏悔，知应禁制者。具足十法之持律者乃能作事业者，何为十？知现前之业，知不现前之业，知未开缘之业，知已开缘之业，知应说者，知不应说者，知应忆念者，知不应忆念者，知应理者，知不应理者。具足十法之持律者能息灭争端，何为十？所生之事不颠倒，所制之法不颠倒，随制之法不颠倒，不听许之法不颠倒，随听许之法不颠倒，不宣说比丘不净之罪，应令立宗者与答辩之比丘立誓，应显示经之语句，不毁随制之法，与律相应，如法息灭争端。具足十法，持律者能以罚业而断除，何为十？知梵行之罚，知不喜悦之业，知不行之业，知不应为之

A Vinaya holder possessing ten qualities is capable of performing actions, what are the ten? Knowing the present action, knowing the non-present action, knowing the action without occasion, knowing the action with occasion, knowing what should be spoken, knowing what should not be spoken, knowing what should be remembered, knowing what should not be remembered, knowing what is reasonable, knowing what is not reasonable. A Vinaya holder possessing ten qualities can settle disputes, what are the ten? Not reversing what has arisen, not reversing what has been established, not reversing what has been subsequently established, not reversing what has not been permitted, not reversing what has been subsequently permitted, not proclaiming the impure faults of the Bhikshu, one should make the proponent and the respondent Bhikshu take an oath, one should show the words of the Sutras, not destroying the subsequently established, being in accordance with the Vinaya, settling disputes according to the Dharma. Possessing ten qualities, the Vinaya holder can cut off with punitive actions, what are the ten? Knowing the Brahma punishment, knowing the unpleasant action, knowing the non-practicing action, knowing what should not be done.
