If one observes the preparations for war, what happens? A minor offense is committed. Bhikshu, if one who upholds the precepts observes the preparations for war, what happens? A downfall is committed. Bhikshu, if a bhikshuni observes the preparations for war, what happens? A downfall is committed. Bhikshu, if bhikshunis, shramaneris, and shramanas observe the preparations for war, what happens? A minor offense is committed. Just like this chapter on the place of learning, observing the preparations for war, not exceeding two nights should also be extensively discussed. In summary: messages, letters, gestures, and what others say, and from one to another; madmen, the disturbed, the sick, the deaf, the foolish, those who are asleep, the drunk, the intoxicated, those in meditative absorption, and the final travelers. The venerable Upali asked the Buddha, the Bhagavan: Bhikshu, the Bhagavan said that if any bhikshu strikes another bhikshu, a downfall will be committed. Bhikshu, if a bhikshu orders someone to strike another bhikshu with a message, what happens? A minor offense is committed. Similarly, through messages, gestures, and what others say, passing it from one to another and ordering the striking, all will be considered minor offenses. Bhikshu, if a bhikshu strikes a mad bhikshu, what happens? A minor offense is committed. Similarly, striking those who are disturbed, afflicted by illness, foolish, mute, deaf, asleep, drunk, intoxicated, in meditative absorption, and likewise, striking bhikshus residing in other places, all will be considered minor offenses. In summary: mantras, medicines, and those of others, the fourth and seventh of others, householders and so on, names, and likewise bhikshunis. If a bhikshu makes himself invisible with mantras or medicines and then strikes another bhikshu, what happens? A minor offense is committed.
