One commits a misdeed. If a noble one reads the Dharma together with a bhikshu in the language of the noble ones, and that bhikshu does not understand the language of the noble ones, what happens? One commits a misdeed. If a noble one reads the Dharma together with a bhikshu in the language of the borderlands, and that bhikshu does not understand the language of the borderlands, what happens? One commits a misdeed. If a person from the borderlands reads the Dharma together with a bhikshu in the language of the borderlands, and that bhikshu does not understand the language of the borderlands, what happens? One commits a misdeed.
