The venerable Upali asked the Buddha, the Bhagavan: Bhikshu, the Bhagavan said, if any bhikshu, harboring resentment and not abandoning it, falsely accuses a pure and innocent bhikshu of a Parajika offense without cause, it is a Sanghavasesa. Is there a case where a bhikshu falsely accuses another of a Parajika offense without cause, but it does not become a Sanghavasesa? Yes, if a bhikshu accuses another through a messenger, he commits a serious offense. Similarly, if the accusation is transmitted through a letter, a gesture, what others say, or one after another, all of these result in a serious offense. Bhikshu, if a bhikshu accuses a mad bhikshu, what happens? He commits a serious offense.
