If one gives expulsion to someone who has not taken the full ordination, what happens? He commits a misdeed. Monk, if one gives expulsion for not following the teachings, what happens? He commits an offense. Nun, if one gives expulsion, what happens? She commits an offense. If novices, female novices, and novice fathers give expulsion, what happens? They commit misdeeds. In short, messages, letters, gestures, and what others say, one to another, madness, mental confusion, sickness, as well as deafness, foolishness, sleep, as well as drunkenness, intoxication, as well as absorption, walking, are the last of these situations. The venerable Upali asked the Buddha, the Blessed One: Monk, Blessed One, if a monk gives faith to an act that is in accordance with the Dharma of the Sangha, and then does an obstructing act, saying: I will not give you faith, get out! Does he commit an offense? The Blessed One said: Yes. Monk, if a monk gives faith that is in accordance with the Dharma of the Sangha, and then does an obstructing act with a message, what happens? He commits a misdeed. Similarly, letters, gestures, and what others say, passing from one to another, if one does an obstructing act, he commits a misdeed.
