If ordained without asking, it will constitute a transgression. This story took place in Shravasti. In Shravasti, a bhikkhuni ordained a woman who did not have menstruation, and because she had not abandoned her desires, the bhikkhunis bled during their periods, and seeing her, asked: Sisters, do you think you are mistaken? Why don't you bleed? Why are your breasts swollen? Women are naturally like this, why don't you bleed? She said: I don't have menstruation, how can I bleed? After the matter occurred, the bhikkhunis told the monks, and after the monks asked the Blessed One, the Blessed One said: Monks, one who does not have menstruation is a female hermaphrodite, expel her. Monks, in this Dharma and Vinaya, one who does not have menstruation will not become an ordained one. Therefore, whoever wants to be ordained, when he comes to you, you should ask him: Are you not one who does not have menstruation? If ordained without asking, it will constitute a transgression. In short: Even with just the genitals and birthmarks, she should be tied with thread. One should not confess for the bald and the monks, nor should the bhikkhunis confess. The Buddha, the Blessed One, was staying in Jeta's Grove, Anathapindika's Garden in Shravasti. In Shravasti, a bhikkhuni ordained someone who only had the rudiments of sexual organs. She went into the toilet for a long time and then came out, and the bhikkhunis asked her: What should be done if the breasts swell for a long time and then come out? She said: Sisters, I only have the rudiments of sexual organs, I am not a complete woman, what should I do? They asked her: Sister, aren't you just a rudiment of sexual organs? She said: Sisters, I only have the rudiments of sexual organs. After the matter occurred, the bhikkhunis told the monks.
