Completed. The introduction takes place in Shravasti. At that time, the group of twelve nuns lived together, and they distributed robes and bowls to the laywomen. Because women are easily controlled by anger, when they quarrel and expose each other's faults, they would again snatch away robes from those living together and the laywomen. When allowing the snatching, some nuns with little understanding would scold other nuns, and the nuns told the monks, and the monks reported to the Blessed One. Then, the Blessed One, starting from "this happened," proceeded to establish the precepts. Furthermore, if a nun gives robes to other nuns, and afterwards becomes angry, agitated, and arrogant, and says with dissatisfaction, "I will not give you these robes, return them!" If she snatches or allows others to snatch, then that nun should return the remaining robes, and if she uses them, she commits a Nissaggiya Pacittiya offense. Again, "a certain nun" refers to the group of twelve nuns. "The nuns" refers to those living together and the laywomen. "After giving robes" refers to any of the seven types of robes. "Afterwards" refers to another time. "Becoming angry, agitated, and arrogant, with dissatisfaction" refers to the anger not subsiding. "Snatching" refers to snatching oneself. "Allowing to snatch" refers to letting others snatch. "I will not give you these robes, return them!" If said like this, then "the nun's robes" refers to the remainder of the seven types of robes. "Should return" refers to should abandon. "If uses" refers to however long it is used. "Commits a Nissaggiya Pacittiya offense" refers to the same as before. So, how does one commit the offense? Through bodily action, through verbal expression, and through both. How through bodily action? Grabbing and snatching with the hand, until the edge of the robe is separated from the body, during which time one commits a Dukkhata offense. Once separated, one commits a Nissaggiya Pacittiya offense. This is through bodily action.

How to express it in words? If one says, "Bhikkhuni, give me the robe," having said this, as long as the edge of the robe has not been separated, it is a wrong action. If it is separated, it is a Nissaggiya Pacittiya. This is how it is expressed in words. How to express it in two ways? Saying "Give me the robe" with the mouth and holding it with the hand, as long as the edge of the robe has not been separated, it is a wrong action. If it is separated, it is a Nissaggiya Pacittiya. This is how it is expressed in two ways. If it is for other purposes or for the sake of disciplinary tools, there is no offense. How is it for other purposes? For example, when bhikkhunis live together, and lay followers walk at inappropriate times, in times of fear, the Khenmos and preceptors of those bhikkhunis, in order to prevent robbers from stealing their robes, snatch the robes. This is for other purposes. How is it for the sake of disciplinary tools? For example, when bhikkhus live together, and lay followers associate and walk with bad friends, in order to make them associate with good friends, they snatch the robes from them. This is for the sake of disciplinary tools. The sixteenth Nissaggiya Pacittiya is complete. The introduction is in Sravasti (Jetavana). At that time, Dharma-dana caused the declining royal family and their retinue to have great faith in the truths, and they obtained taxes from King Pasenadi. They thought, "Our ability to see the truth is entirely dependent on the virtuous friend, the noble Dharma-dana. How should we repay her? The wealth and respect we have obtained from the king, we must offer to Dharma-dana." Then, the declining royal families took the wealth and arrived at the place where Dharma-dana was, bowed their heads at Dharma-dana's feet, and offered the wealth and respect they had obtained to Dharma-dana. Dharma-dana thought, "Has anyone offered the Blessed One robes and alms for three months?"
