'Any bhikkhuni' refers to belonging to this Dharma. The word 'new', there are two kinds of 'new': new by making with new materials, and new by obtaining. Here, it refers to new things made with new materials. 'Silk cotton' refers to silk. The word 'cushion', there are two kinds of cushions: those with fillings inside, and those that are spread out. Here, it refers to both kinds of cushions. 'Make' refers to making oneself or having others make. 'Nissaggiya pacittiya', as mentioned before. So, how does one commit a downfall? Divided into bundles, strands, and piles. The bhikkhuni separates the bundles of silk cotton, destroys them, wears them out, and if she has not yet made a cushion, she commits a dukkaṭa.
