After accumulating them, when they were about to make offerings, some bhikkhunis who were dissatisfied with the small actions of the bhikkhunis began to scold. At that time, the bhikkhunis reported to the Blessed One. After that, the Blessed One, starting from "This happened," until the establishment of the training, gave instructions: If a bhikkhuni's clothes are robbed, lost, burned, or washed away by water, she can go to a householder or a householder's wife, or other non-relatives, to request clothes. If a Brahmin or a faithful householder offers a great many clothes, if needed, that bhikkhuni can take the robe and skirt from those clothes, which is the limit. If she takes more than this limit, she commits a Nissaggiya Pacittiya offense. "Clothes are robbed" means that the clothes are robbed by thieves or deceitful people. "Request" means oneself or through others. "If to her" means to the bhikkhuni. "Faithful" means those who have pure faith in the Buddha, Dharma, and Sangha, see the truth, and attain the fruit. "Brahmin" refers to Brahmins with pure conduct, etc. "Householder" refers to people of a different caste from Brahmins. "Exceeding" means again and again. "Very many" means more than the amount needed for any of the seven clothes. "Offering" means to treat as a guest. "If needed" means if it is really needed. "That bhikkhuni" refers to the bhikkhuni who needs clothes. "The limit of the robe and skirt" means that there are two kinds of robes and skirts: the clothes and skirts of householders, and the robes and skirts of bhikkhunis. What are the upper and lower skirts of householders? A large piece of cloth twelve cubits, a small piece of cloth seven cubits, and a belt, these are the upper and lower skirts of householders.
