One neither sells nor trades the grass, trees, flowers, fruits, light, or measure of the Sangha, whatever it may be, nor does one use it to support one's family, but one speaks of the unsurpassed human dharma as if it exists when it does not, this is the third greatest thief in the world. Monks, whichever thief has a hundred retinues, or a thousand retinues, or goes to the end of a hundred or a thousand, breaking into houses, as before, is a small thief. Among thieves, whoever takes the grass, trees, etc., of the Sangha, as before, is also a small thief. Whoever speaks of the unsurpassed human dharma as if it exists when it does not, is the greatest thief in the world, including the gods, the demons, the Brahma, the ascetics and Brahmins, and all beings, including gods and humans. Here, whoever has not become an Arhat, but claims to be an Arhat, is a thief in the world, including the gods, and should be said to be corrupt in discipline. Corrupted in wisdom, when the body is destroyed, beings will be born in hell. Then, the Blessed One, because of this occurrence, this beginning, this thing, this occasion, gathered the Sangha of both orders, so that the nuns would fully understand, and the precepts that I have established would be well established. Thus, the first defeat of the nuns should be explained in detail, just as the establishment of the precepts.
