That is, Sthūlanandā. The so-called "young woman" means a young woman who has renounced the world. The so-called "twenty years old" means one who has completed twenty years. The so-called "celibate dwelling vow" means by the karma of announcement and two. The so-called "without announcement" means from the Sangha. The so-called "ordaining" means by the karma of announcement and four. The so-called "offense" means as before. Then, how does one commit an offense? If a bhikṣuṇī ordains a young woman who is slightly young, twenty years old, holding the celibate dwelling vow, without announcement, as a bhikṣuṇī, then all will commit an offense. The second of the seventeen offenses is completed. The story originated in Śrāvastī. Then, Sthūlanandā put on her skirt in the morning and entered the village. Sthūlanandā saw on a main road a lonely woman fighting with someone else, and Sthūlanandā saw that the woman's hair stood on end because of anger. Then, Sthūlanandā thought: When will I find a companion who can become my fighting assistant? Sthūlanandā then said these words to that woman: Sister, why don't you renounce the world? She said: I am a very rude person, who would let me renounce the world? Then, Sthūlanandā said: I will let you renounce the world. After saying that, she let her renounce the world and gave her the full ordination. Later, Sthūlanandā was fighting with the bhikṣuṇīs at another time, and that friend of hers was also fearful and said nothing. Then, Sthūlanandā said to the bhikṣuṇī: I let you renounce the world and gave you the full ordination for this matter, now are you sitting like you are in the fourth dhyāna? Be my fighting companion! She said: I know the faults of those laywomen, but I do not know the faults of these bhikṣuṇīs. Sthūlanandā said

Thus he spoke. She will reveal your faults. For the time being, this great lady, the mistress of beings, is self-ordained. This lotus-colored one has been a prostitute in six great cities. This skinny Gotami has eaten her son's flesh, buried him, and been mentally disturbed. Then at another time, when there was a dispute with the nuns, that very fierce nun proclaimed the faults to the nuns and began to scold them. Then, the great lady, the mistress of beings, seeing that very fierce nun, said this: Who ordained this very fierce nun? They said, 'It was Bhomdakmo.' At the time of saying this, the nuns reported to the Blessed One. Then, the Blessed One, from the occurrence of this event, up to the establishment of the precepts, did so. Furthermore, if a nun knowingly ordains a fierce woman, it is a downfall. Furthermore, 'who' refers to Bhomdakmo. 'Knowingly' means that which has been spoken by oneself or by another. 'Fierce woman' means one who is angry and quarrelsome. 'Ordaining' refers to this Dharma and Vinaya. 'It is a downfall' means the same as before. How does one incur a downfall? To whatever extent a nun ordains a fierce woman, in all cases it becomes a downfall. The third of the seventeenth downfall is complete. The Vibhanga of the Bhikshuni Vinaya, the twenty-fifth fascicle. The beginning is in Shravasti. Then, Bhomdakmo, in the morning, having put on her lower garment, took her bowl and robes and entered the alms round, and so forth, up to Bhomdakmo ordaining a woman afflicted with sorrow. She rose early in the morning and lamented, saying, 'Alas, my son! Alas, my daughter! Please show yourself even in a dream,' and so forth, uttering lamentations, beating her chest, and wailing. Then, the great lady, the mistress of beings, hearing that sound, said this: 'Who ordained this woman oppressed by sorrow?' They said, 'It was Bhomdakmo.'
