When the Blessed One established the common ground of training for both monks and nuns, the nuns' rainy season residence was expelled by the monks. When the monks exhorted the nuns, the nuns also exhorted other nuns. Then, those nuns again exhorted the twelve assemblies, and they said: 'We are children, foolish, unclear, not clever, we will not learn from you.' From then on, 'We are holders of the Sutra Pitaka, holders of the Vinaya Pitaka, holders of the Matrika, we will ask others.' When they said this, those nuns who were dissatisfied with the nuns reported it to the Blessed One. Then, the Blessed One started from this incident and continued until the establishment of the training. Furthermore, if any nun is exhorted by the nuns in this way: 'Holy mother, you should learn this training.' She says to them: 'I am a child, foolish, unclear, not clever, I will not learn the training from your words.' From then on, 'The nun is a holder of the Sutra Pitaka, a holder of the Vinaya Pitaka, a holder of the Matrika, I will ask others.' If she says this, she commits a downfall. A nun who wants to fully understand should learn that training, and should ask the nun who is a holder of the Sutra Pitaka, a holder of the Vinaya Pitaka, a holder of the Matrika, this is appropriate for her. Furthermore, 'any' refers to the twelve assemblies. 'When the nuns exhort' refers to these Dharma holders. 'You should learn that training' refers to from the eight root defeats to the seven methods for settling disputes. 'Child' refers to one who does not hold the Sutra Pitaka, does not hold the Vinaya Pitaka, and does not hold the Matrika is called a child. 'Not clever' refers to one who is not proficient in the Sutra Pitaka, not proficient in the Vinaya Pitaka, and not proficient in the Matrika is called not clever. 'Unclear' refers to one who is not clear about the Sutra Pitaka, not clear about the Vinaya Pitaka, and not clear about the Matrika is called unclear. If she listens and stays without speaking, it is a pācittiya. The term "any" refers to the group of twelve bhikkhunis. The phrase "listening and staying" means sitting by the door wanting to hear. The term "pācittiya" means the same as before. So, how does one become guilty of a pācittiya? If a bhikkhuni is inside and another enters from outside, she should make a sound, a heel-tapping sound, or a snapping sound. If she does not do so, and if she neither hears the sound nor understands the meaning, it is a duḥkṛta; if she both hears the sound and understands the meaning, it is a pācittiya.
