小、知足、易养、易满、减少、节俭资具、具足功德、美观、以及赞叹知暖之功德后,世尊告诸比丘:诸比丘,如是观见此十种利益,应于调伏中,为声闻众安立学处。如前所说。我的声闻众应如是诵习调伏之学处:复次,若有比丘,以草或骨或角制作针筒,若毁坏则犯堕罪。复次,若有比丘者,谓此法者。草者,谓草本身。骨者,亦谓骨本身。角者,亦谓角本身。针筒者,谓二种针筒,有管者,及似饮水器者。此义谓二者皆可。制作,谓自作或教他作。若毁坏则犯堕罪者,谓毁坏彼物后,应忏悔堕罪。犯堕罪者,谓焚烧、煮熟、令堕于有情地狱、旁生、饿鬼恶趣、下劣之处。又若未忏悔彼堕罪,未一一忏悔,则障碍一切善法。是故说犯堕罪。如是说。若问如何成堕罪耶?比丘若稍微以草或骨或角制作针筒,或教他作,一切皆成堕罪。于何人前忏悔耶?应问彼人:汝已毁坏彼物耶?若不问而接受忏悔,则成恶作罪。彼堕罪亦非已忏悔,应重忏悔。初业者、狂者、心乱者、为受所逼者,无堕罪。造针筒之堕罪,此第八十四条完毕。 佛薄伽梵住于舍卫城祇陀林给孤独园。尔时,有一比丘游方行路,至舍卫城,因路途疲乏

Furthermore, the term 'if a monk' refers to this Dharma practitioner. 'Grass' refers to grass itself. 'Bone' also refers to bone itself. 'Horn' also refers to horn itself. 'Needle case' refers to two types of needle cases: those with tubes and those resembling drinking vessels. This meaning implies that both are acceptable. 'Making' means making oneself or instructing others to make. 'If he destroys it, he commits a downfall' means that after destroying that object, one should confess the downfall of the downfall. 'Committing a downfall' means burning, cooking, causing to fall into sentient hells, animals, hungry ghosts, evil realms, and inferior places. Furthermore, if that downfall is not confessed, and not confessed individually, it obstructs all virtuous Dharmas. Therefore, it is said to commit a downfall. Thus it is said. If asked how one becomes a downfall, if a monk slightly makes a needle case from grass, bone, or horn, or instructs others to make it, all become downfalls. Before whom should one confess? One should ask that person: Have you destroyed that object? If one accepts confession without asking, it becomes a misdeed. That downfall is also not confessed, and should be confessed again.
