This is the beginning. At this time, as before, the Blessed One gathered the community of monks. The Buddhas, the Blessed Ones, knowingly transgressed, as before. The Buddha, the Blessed One, rebuked him, saying: This is not in accordance with the conduct of a Shramana, it is not compliant, it is not appropriate, it is not in accordance with the rules, such things should not be done by one who has gone forth. Then, after rebuking in various ways, the Blessed One addressed the monks: Monks, therefore, you should truly see the ten benefits and establish the training ground for the hearers in the Vinaya, as before. My hearers should recite the training ground in the Vinaya in this way: If any monk allows the making of a robe exceeding the size prescribed by the Sugata, he commits a downfall. The Blessed One thus established the training ground for the hearers in the Vinaya. Robe refers to any of the seven types: cotton cloth, Shana cloth, Zarma cloth, Kotamba cloth, Dugula cloth, cotton-wool cloth, and Nyo cloth. To cause to be made means by oneself or by another. To cause to be made more than the Sugata's robe means the aforementioned situation. To transgress means to cause sentient beings to be burned, tormented, and fall into hell, animals, hungry ghosts, evil destinies, and wrongdoings. Furthermore, as long as the transgression is not confessed and not separately confessed, it obstructs virtuous dharmas. Therefore, it is said to be a transgression. The measure of the Sugata's robe is as follows: the length is ten Sugata cubits, and the width is six cubits. This is the measure of the Sugata's robe. The ten Sugata cubits refer to fifteen cubits with measure. The six Sugata cubits refer to nine cubits with measure. How does one transgress? If a bhikshu makes or causes to be made a robe that is slightly more than the measure of the Sugata's robe, or a robe that is more than the Sugata's robe, he will transgress in all ways. There is no transgression for a beginner, a madman, one who is mentally disturbed, or one who is afflicted by feelings. The ninetieth transgression, which is exceeding the measure of the Sugata's robe, is completed. All the precepts that result only in transgression are completed.
