Confession of offenses. What is called a "falling offense" is that which burns beings in hell, animals, hungry ghosts, evil realms, bad destinies, and wrong views, tormenting and causing them to fall. Furthermore, as long as the offense is not confessed and not confessed individually, it obstructs virtuous dharmas. Therefore, it is called a "falling offense." So, how does one become a falling offense? If a bhikshu covers a wound slightly, exceeding six cubits in length and three cubits in width, then everything becomes a falling offense. Before whom one sews, one should ask, "Did you cut that thing?" If one sews and accepts without asking, one commits a misdeed. That falling offense, because it has not been confessed, should be confessed again. For beginners, the insane, the mentally disturbed, and those afflicted by suffering, there is no falling offense. The falling offense arising from covering wounds, the eighty-eighth, is complete. The Buddha Bhagavan was dwelling in Jeta's Grove, Anathapindika's Garden in Shravasti. The Bhagavan said, "Bhikshus, I allow the making of large summer cloths." The bhikshus made them excessively, causing the bhikshus of few desires to reproach them, saying, "The Bhagavan allowed the bhikshus to make large summer cloths, why do the bhikshus make them excessively?" They criticized, blamed, and slandered. At that time, the bhikshus reported this matter to the Bhagavan. Then, the Bhagavan, because of this event, this origin, and this occasion, convened the bhikshu sangha, etc., as before. The Buddhas Bhagavan knowingly commit offenses, etc., also as before. He utterly condemned the difficulty of being satisfied. Then, the Blessed One praised the virtues of having few desires, being content, being easy to nourish, being easy to satisfy, being frugal, reducing possessions, practicing purification, being beautiful, and knowing warmth. He then addressed the monks, saying: "Monks, therefore, seeing the ten benefits perfectly, you should establish the basis of training for the hearers in the Vinaya," and so on, as before. My hearers should recite the basis of training in the Vinaya in this way: If a monk has a large summer cloth made, let him have it made according to the measure. The measure for a large summer cloth is this: in length, six spans of the Sugata's cubit; in width, three and a half spans. If he has it made larger than that, he should cut it and confess the offense. "Monk" means one who possesses this Dharma. "Large summer cloth" means a cloth that protects from rain. "To have it made" means by oneself or by another. "Let him have it made according to the measure" means according to the measure of the large summer cloth. The measure for a large summer cloth is this: in length, six spans of the Sugata's cubit; in width, three and a half spans. "In length" means in length. "Sugata" means the teacher.
