Thinking that if those two saw him, they would stand up arrogantly, he went to where the Blessed One was. The dragon kings named Delightful and Near Delightful saw King Prasenajit of Kosala from afar. Having seen him, the two dragon kings said to the Blessed One: Venerable, do you temporarily attend to the holy Dharma? Or do you attend to the king? The Blessed One said: Two dragon kings, temporarily attend to the holy Dharma! The Buddhas, the Blessed Ones, all respect the holy Dharma, and the Arhats also regard the Dharma as supreme. Then the Blessed One spoke verses about this event: The Buddhas who have passed away, the Buddhas who have not yet appeared, and the Buddhas who have extinguished suffering, and the many Buddhas who now abide, all abide, are abiding, and will abide in reverence for the holy Dharma. This is the nature of the Buddhas. Therefore, wishing me well, desiring to manifest greatness, if one remembers the Buddha's teachings, one should respect this holy Dharma. The two did not stand up arrogantly to King Prasenajit of Kosala, and the king angrily thought: These two householders live in my kingdom, but they do not stand up arrogantly to me. He was entangled by anger, bowed his head to the feet of the Blessed One, and sat down to one side. The Blessed One thought: This fellow is entangled by anger. So he began to say other things, and did not teach the Dharma. The man said: Blessed One, please teach the Dharma! Sugata, please teach the Dharma! After he made this request, the Blessed One spoke verses: Those who are extremely heedless and without mind, and those who are full of hatred and strife, cannot know all the holy Dharma taught by the perfectly enlightened Buddha. Whoever has subdued wrongdoing, eliminated heedlessness, and abandoned all tormenting thoughts, he will understand the well-spoken Dharma. The king was very angry with those two and thought: Because of these two, the Blessed One also

Thinking, "Should I keep killing?" he told him to stay. Then, he bowed to the Blessed One's feet with his head, and then rose from his seat and left. When the Naga kings Nanda and Upananda were serving the Blessed One during the day, their retinues, by means of their miraculous powers, erected walls on both sides of the road from the slopes of Mount Sumeru to Shravasti. King Prasenajit of Kosala instructed his ministers: "Wise ones, when these two householders come out from the presence of the Blessed One, cut off their heads and throw them on the ground!" The retinues of the Naga kings Nanda and Upananda heard these words. Having heard them, they became enraged and began to hurl vajras with a single point, wheels, great arrows, and single-pointed weapons, and so forth, at King Prasenajit of Kosala. The Buddhas, the Blessed Ones, are of a nature that does not forget, so then the Blessed One spoke to the venerable great Maudgalyayana: "Maudgalyayana, look upon King Prasenajit of Kosala together with his retinue, and the assembly of beings dwelling in Shravasti!" The venerable great Maudgalyayana replied, "Venerable One, as the Blessed One commands." Having heard the command from the Blessed One, he entered into the samadhi of loving-kindness. By the power of his entering into that samadhi, those vajras with a single point, wheels, great arrows, and single-pointed weapons, and so forth, were transformed into divine utpala flowers, lotuses, kumuda lilies, white lotuses, and mandārava flowers, and began to fall upon King Prasenajit of Kosala. He entered his house filled with divine utpala flowers, lotuses, kumuda lilies, white lotuses, and mandārava flowers, and said to the retinue of queens, the youths, the ministers, the leaders of the market, the townspeople, the villagers, and the Brahmins: "Wise ones, ever since I entered Jeta Grove, divine utpala flowers, lotuses, and

What is this that enters the home, filled with kumuda, white lotus, and mandārava flowers? Whose power is it? Then, those skilled in speaking pleasant and gentle words said: Which other god could accomplish this? Whose power is this? Thus, the god himself allows the kingdom to be governed by dharma, this is the power of the god himself. The king said: Wise ones, that is true. Now, allowing the kingdom to be governed by dharma, this is undoubtedly my power. The retinue of the queen said: We do not go to men other than the god, nor do we stray from our husband, this is our power. The youths said: We respect our parents and serve them diligently, this is our power. The ministers said: We allow the kingdom of the god to be governed by dharma, this is our power. The market merchants said: We act in accordance with the god's commands and dharma, this is our power. The townspeople and villagers said: We pay taxes to the god in accordance with dharma, this is our power. The king thought: These individuals each say it is our power, my power, so it is not known whose power it is. Thus, this Buddha, the Bhagavan, is omniscient, all-seeing, possessing unsurpassed power in knowledge and wisdom, I should go and inquire of the Buddha, the Bhagavan. Thinking this, he filled a vessel with divine utpala flowers, lotuses, kumuda, white lotuses, and mandārava flowers, and went to where the Bhagavan was. Having arrived, he bowed his head to the two feet of the Bhagavan and sat down to one side. Having sat down to one side, King Prasenajit of Kosala at that time inquired of the Bhagavan in detail, and the Bhagavan said: Great King, that is not your power, nor is it the power of the queen's retinue, nor is it the power of the youths, nor is it the power of the ministers, nor is it the power of the market merchants, nor is it the power of the townspeople and villagers, nor is it the power of the Brahmins,
