When King Krki saw the truth in the presence of the perfectly enlightened Buddha Kashyapa, he was in a state of truth. He said to the ministers, citizens, and villagers: "Hey, ministers, citizens, and villagers, listen! I have seen the truth in the presence of the perfectly enlightened Buddha Kashyapa, and now I cannot allow the kingdom to be governed by dharma and non-dharma. Therefore, let the young Legje be the ruler of the kingdom. I will shave my hair and beard in the presence of the perfectly enlightened Buddha Kashyapa, wear red monastic robes, and with pure faith, go forth from home into homelessness." At that time, there were two excellent ministers named Gawa and Nyegawa, who knelt at his feet and said, "Please, Your Majesty, just leave a symbol, and we two will govern your kingdom with dharma." The king said, "If that is the case, then do it." The two of them allowed the kingdom to be governed by dharma for as long as possible, and then began to govern the kingdom with both dharma and non-dharma. The relatives of these two, those who had gone forth under the teachings of the perfectly enlightened Buddha Kashyapa, came to them and said, "Fortunate ones, please allow the kingdom to be governed by dharma, do not allow it to be governed by non-dharma, do not let sentient beings fall into hell." Having heard these words, the two of them allowed the kingdom to be governed by dharma for as long as possible, and then began to govern the kingdom with both dharma and non-dharma. said, "Venerable ones, we ministers live by governing the kingdom with a shared secret oath, so we cannot completely govern the kingdom with Dharma. We must eliminate those who are not special, and we must completely protect those who are special." They said, "If that is the case, then build a monastery complete with all necessities and offer it to the perfectly complete Buddha Kashyapa and his monastic community of hearers. Give the monks the opportunity to renounce youth, and give the nuns the opportunity to renounce the retinue of consorts. This will bring you both long-term benefit, good, and happiness." The two of them said, "Venerable ones, we will not err, we will do so." So the two of them built a monastery complete with all necessities and offered it to the perfectly complete Buddha Kashyapa and his monastic community of hearers, and gave the monks the opportunity to renounce youth, and gave the nuns the opportunity to renounce the retinue of consorts. Monks, at that time, the two best ministers of King Krika, named Joy and Near Joy, are now these two dragon kings, Joy and Near Joy. Because the two of them governed the kingdom with Dharma and non-Dharma, they were born into the dragon race. Because they built a monastery complete with all necessities and offered it to the perfectly complete Buddha Kashyapa and his monastic community of hearers, they obtained a manifest and accomplished dwelling made of four jewels, as well as food of heavenly nectar and beverages of honey wine, and each possessed two thousand five hundred attendants. Because they gave the monks the opportunity to renounce youth, and gave the nuns the opportunity to renounce the retinue of consorts, they obtained the result of being able to remain for an eon, and even the earth-holder, the king of birds, Winged Goodness, could not uproot them. Monks, therefore, the ripening of deeds that are entirely black is also entirely black.

Monks, therefore, you should abandon actions that are purely black and mixed, and you should strive to cultivate actions that are purely white. Monks, you should train yourselves in this way. When the Blessed One guided the Naga kings Nanda and Upananda to take refuge and established them in the precepts, they would come to the terraces of Mount Meru on the eighth, fourteenth, and fifteenth days of each month to pay homage to the Blessed One. When they paid homage to the Blessed One at night, they would do so in the form of immeasurable palaces. When they paid homage to the Blessed One during the day, they would do so in the form of householders. At another time, they went to the Blessed One's presence during the day in the form of householders. At that time, King Pasenadi of Kosala also went to Jetavana. Because the royal family was full of pride, when the king went to the Blessed One's presence, he thought, 'If I go to the Blessed One's presence, some people might not rise to greet me.' Therefore, he would send someone impure. Then, King Pasenadi of Kosala sat at the gate of Jetavana and said to an impure person, 'Go and see who is paying homage to the Blessed One.' That impure person, hearing the command of King Pasenadi of Kosala, went to where the Blessed One was. There, he saw two householders paying homage to the Blessed One. Having seen them, he went back to where King Pasenadi of Kosala was and said to King Pasenadi of Kosala, 'O King, two householders are paying homage to the Blessed One. They must be gods dwelling in the heavenly realms.' The king thought, 'Those two householders are dwelling in my kingdom.'
