This should be declared as follows: Furthermore, if a Bhikshu sees Bhikshus fighting, exposing each other's faults, being discordant, arguing and staying, thinking: "I will listen to what these Bhikshus are saying, and I will establish it according to their words," and with this as the cause, if he stays listening without speaking, he commits a Patayantika offense. Moreover, what is a Bhikshu? It is the son of Shakya, Nanda, or any other such person. What are the Bhikshus? They are the people of this Dharma. Fighting, exposing each other's faults, being discordant, arguing and staying, means abiding in one side and the other side. "I will listen to what these Bhikshus are saying, and I will establish it according to their words," means with such a thought, to subdue others with such a counteracting force. "With this as the cause," means not other than this. "If he stays listening without speaking," means staying without speaking and focusing his ears. "He commits a Patayantika offense," means burning, tormenting, and causing to fall into the hells of sentient beings, animals, hungry ghosts, evil destinies, evil paths, and places of falling. Furthermore, if this Patayantika offense is not confessed, and not individually confessed, it obscures the virtuous Dharmas, therefore it is said to be a Patayantika offense. In this case, how does it become a Patayantika offense? If Bhikshus are discussing matters in an upper room, and a Bhikshu also ascends, that Bhikshu should make a footstep sound, a bell sound, or a throat-clearing sound. If he does not make a footstep sound, a bell sound, or a throat-clearing sound, then as long as he hears the sound but does not understand the meaning, the Bhikshu commits a Dukkritta offense; if he understands the meaning of the sound, he commits a Patayantika offense. If Bhikshus are discussing matters while walking in a middle room, a lower room, a dwelling, a courtyard, a gatehouse, a staircase, a promenade, a monastery, or on a road, and a Bhikshu also follows behind, that Bhikshu should make a footstep sound, a bell sound, or a throat-clearing sound. If he does not make a footstep sound, a bell sound, or a throat-clearing sound, then as long as he hears the sound but does not understand the meaning, the Bhikshu commits a Dukkritta offense.

La. If the meaning of the sound is understood, it becomes a downfall. There is no downfall for those that are not inclusive, those that enter into confusion, and those who think that they will attain peace by listening. There is no downfall for beginners, the insane, the mentally disturbed, and those who are afflicted by feelings. The downfall arising from hearing, the one hundred and seventy-sixth, is complete. Vinayavibhanga, Volume Sixty-Four. The Buddha, the Bhagavan, was residing in Jeta Grove, Anathapindika's Garden in Sravasti. At that time, the venerable Cakka had abandoned all defilements and manifested the state of an Arhat. The venerable Adunpa went to Kausambi and resided there feeling small in his heart. Arogya and Nabso, the two, had their time. Gava and Nyegava, the two, were residing within the Sangha. At that time, the assembly of the seventeen groups were fierce and oppressive to others, holding the Sutras, holding the Vinaya, and holding the Matrka. They said: Venerable ones, we have been obstructed for a long time by the group of six, just as Gava and Nyegava obstructed each other, and others have not obstructed in the way that Nyegava has obstructed, nor has Gava obstructed. We should expel them from their residence. Some said: This person's elder brother, Gava, is skilled in debate, so we will not be able to expel him from his residence. Some said: When one person speaks, two should not listen, but when the Sangha speaks, the Sangha is like a king, so if he speaks even a little, then we should expel him from his residence. They prepared the dwelling, struck the ghanta, and admonished the monks with questioning words, and when all the Sangha had gathered and were in harmony, the elder speaker sat in the corner and said: Venerable Nyegava, do you remember saying that you would tear open the stomachs of the assembly of the seventeen groups and encircle Jeta Grove with their intestines? Nyegava said: Venerable ones, that is a matter of the past, what is the use of discussing a healed wound? They said: The Bhagavan relies solely on past events to teach the Shravakas in the Vinaya.
