Seeing the fifth king flying like spreading wings, he said to King Prasenajit of Kosala: Look, look at the beauty of those sacred abodes! The king said: Mallika and other Arhats, those whose outflows are exhausted, are playing and floating in the water, this is not a suitable place, nor is it a suitable time, that is not suitable. Mallika said: Gods, have you not heard? The Blessed One said, here I have seen monks when they are present, full of desire, full of hatred, full of delusion; when they leave, I also see them free from desire, free from hatred, free from delusion. Monks, therefore, the mind is like lightning, and samadhi is like a diamond, so the afflictions are destroyed by wisdom. Have you not heard these? The king, because he had little hearing, remained silent. Mallika also thought: Arhats, those whose outflows are exhausted, playing and floating in the water, this is not a suitable place, nor is it a suitable time, that is not suitable. Then, Queen Mallika said to a man: Hey, inner minister, come here. Go to where the Blessed One is, and when you arrive, with my words, bow to the Blessed One's feet with your head, and report this: Venerable, these noble ones are playing and floating in the water, and the king seems displeased. Alas, if the Blessed One could make some arrangements so that the noble ones would no longer play and float in the water, that would be great. The man replied: As you command, Queen. After hearing the command from Queen Mallika, he went to where the Blessed One was, and when he arrived, he bowed to the Blessed One's feet with his head, and then sat down on one side. After sitting down on one side, he reported to the Blessed One in this way: Venerable, Queen Mallika bows to the Blessed One's feet with her head. The Blessed One said: Mallika, may you be well. Venerable, Queen Mallika reports that these noble ones are playing and floating in the water, and the king seems displeased. Alas, if the Blessed One could make some arrangements so that the noble ones would no longer play and float in the water,

It would be good to make a little remembrance of Urva, I report. The Blessed One did not say anything to that person, so he allowed it. Then that person, knowing that the Blessed One had allowed it by not speaking, bowed his head at the feet of the Blessed One and left from before the Blessed One. Then the Blessed One, because of this event, this topic, and this occasion, gathered the community of monks, etc., as before. The Buddhas, the Blessed Ones, knowingly act, etc., also as before. The Buddha, the Blessed One, rebuked the seventeen groups, saying: Monks, is it true that you play in the water? Venerable ones, it is true. The Buddha, the Blessed One, rebuked, saying: It is not the conduct of a renunciate, it is not in accordance, it is not proper, it is not in accordance with the rules, this is not what a renunciate should do. Then the Blessed One, having rebuked in various ways, said to the monks: Monks, therefore, because you have fully seen the ten benefits, you should establish the basis of training for the disciples in discipline, etc., as before. My disciples should recite the basis of training in discipline in this way: Playing in the water is a downfall. Playing in the water means doing the actions of the body, the behavior of the body, and the movements of the body with the intention of playing in the water. Downfall means burning, cooking, and falling into sentient hells, animals, hungry ghosts, bad destinies, bad migrations, and places of wrong downfall. Moreover, as long as that downfall has not been confessed and has not been confessed separately, it obscures virtuous dharmas. Therefore, it is said to be a downfall. So, how does one fall into downfall? From nine bases, namely: wanting to play, causing to play, playing games, causing to play games, being happy, causing to be happy, being unrestrained, floating, thinking of turning around. So, how is it with the intention of wanting to play? A monk, with the intention of playing in the water, from the bed
