When, due to madness and mental confusion, they searched here and there and suffered in an improper manner, the monks requested the Blessed One. The Blessed One said: Likewise, do not speak haphazardly, but ask him: What kind of pouch is it, like a cow? How many tolas does it weigh? If he says it matches the mark, give it. If he says it does not match the mark, do not give it. When they left it there and departed, it was stolen by others. The Blessed One said: Likewise, do not leave it there and depart, but cover it with earth or a pile of leaves on the side of the road. 'Committing a downfall' means causing beings to be burned, tormented, and fall into hell, animals, hungry ghosts, evil destinies, inferior states, and wrong views. Furthermore, if this downfall is not confessed, and not individually confessed, it will obstruct virtuous dharmas. Therefore, it is said 'commits a downfall.' 'Monk' refers to the one who practices this Dharma.
