The Buddha, the Blessed One, rebuked them, saying, 'Such non-ascetic conduct, not in accordance, not proper, and not in conformity with the rules, should not be done by renunciates.' Then, after rebuking them in various ways, the Blessed One said to the monks, 'Therefore, monks, having truly seen the ten benefits, a foundation of training should be established for my disciples in the Vinaya,' etc., as mentioned before. My disciples should recite the foundation of training in the Vinaya in this way: If a monk obtains a new cloth, it must be dyed with any of the three colors, namely blue, red, or saffron. If a monk obtains a new cloth and uses it without dyeing it with any of the three colors, namely blue, red, or saffron, he commits a Patayantika offense. Among them, 'monk' refers to the Group of Six. 'Cloth' refers to any of the seven types of cloth, namely wool cloth, Shana cloth, Zarma cloth, Dugula cloth, Kotamba cloth, cotton-wool cloth, and Nioga cloth. 'New' refers to two types of newness, namely the new cloth itself and the new cloth that is found. This is the meaning.

The so-called "offense of downfall" means causing sentient beings to burn, suffer, and fall into hell, animals, and hungry ghosts, evil paths, evil destinies, and wrong views. Furthermore, if one does not confess and does not individually confess, it will hinder virtuous dharmas, therefore it is called an offense of downfall. So, how does one fall? If a monk obtains any small amount of cloth, even if it is a bowl cover, he should change the color to any of the blue, red, or maroon. If a monk uses three kinds of cloth that have not been changed in color, any of the blue, red, or maroon, then everything will become an offense of downfall. For beginners, the insane, the mentally disturbed, and those who are suffering, there is no offense of downfall. The offense of downfall for wearing clothes that have not been changed in color, the fifty-eighth, is completed.
