When the monks reported to the Blessed One, "The Blessed One has established the precept of gathering together and eating together," the Blessed One instructed, "Therefore, except for the time of work." When monks were traveling on the road with companions, they reached a rocky mountain, and those people said, "Good sirs, we will go to the rocky mountain to beg for alms, please wait a moment." The companions said, "Venerable ones, there is danger of robbers in this place, please come here, we will go beg for alms ourselves." Does one person give all? They replied, "No, some give four, some give five." When the monks reported to the Blessed One, "Good sirs, the Blessed One has established the precept of gathering together and eating together," and those monks mostly abstained from food, the monks reported to the Blessed One, and the Blessed One instructed, "Therefore, except for the time on the road." Many monks, together with companions, boarded a boat to travel, and when they reached a rocky mountain, those people said, "Good sirs, we will go to the rocky mountain to beg for alms, please wait a moment." The companions said, "Venerable ones, there is danger of robbers in this place of the boat, please come here, we will go beg for alms ourselves." Does one person give all? They replied, "No, some give four, some give five." When the monks reported to the Blessed One, "Good sirs, the Blessed One has established the precept of gathering together and eating together," and those monks mostly abstained from food, the monks reported to the Blessed One, and the Blessed One instructed, "Therefore, except for the time of boarding a boat." The Blessed One instructed, "There should be a hair-knot festival, a large festival, and a five-year festival." At that time, the monks held a grand gathering, and Brahmins and faithful householders said to the monks, "Venerable ones, please come and accept the offering of parasols." The monks said, "Do you offer to the entire Sangha?" The venerable ones replied, "We offer to the entire Sangha."

Where is such wealth to be found? Like this, some offer twenty portions of food, some offer thirty portions of food. O Fair-faced One, the monks reported to the Blessed One, saying that the Blessed One had established the basis of training regarding eating in assembly. The Blessed One declared: Therefore, except for the time of great assemblies. When King Rupakaya did not see the truth, all the offerings of the Light Grove were offered to Kuntu Tso. When he saw the truth, he took away all the offerings from the Light Grove and offered them to the Blessed One's monastic community of hearers. King Rupakaya's uncle, Kuntu Tso, having gone forth among those people, the king said: Holy ones, this is my uncle, and until he renounces the world, please allow him to remain here alone. When he renounces the world, I will also expel him. King Rupakaya thus provided for Kuntu Tso's needs for food. Monks, Kuntu Tso, seeing those who did not sleep in the first and last parts of the night, but diligently practiced, arose with great joy, and he said to those monks: I will also provide food for the monks. Do it like that! Is it an offering to the entire monastic community? No, just as the king provides for my needs for food, I do not have the wealth to provide for the entire monastic community like that, like this, I offer food for twenty or twenty-five monks. The monks said: The Blessed One has established the basis of training regarding eating in assembly. The monks reported to the Blessed One, and the Blessed One declared: Therefore, except for the time of the ascetic's food. Then, the Blessed One praised the desire to learn, respect for learning, and reducing the means of learning, and gave the monks teachings that were in accordance with this, mostly related to this, and in accordance with this, endowed with Dharma, and then the monks.

He instructed them, saying: "Therefore, monks, the former was a prohibition, and this is a permission. My disciples should recite the basis for training in the Vinaya as follows: 'To eat in a group, except at the proper time, is a downfall.' The proper times are: when sick, when there is work to be done, when traveling, when on a boat, when there is a large gathering, and when it is time for the food of ascetics. In these cases, it is the proper time. 'To eat in a group' means to eat discordantly. 'Except at the proper time' means having set a time. 'Is a downfall' means that it burns, torments, and causes beings to fall into hell, the animal realm, the realm of hungry ghosts, evil destinies, and wrong views. Furthermore, as long as that downfall is not confessed and individually atoned for, it obstructs virtuous qualities. Therefore, it is said to be a downfall. The proper times are: 'when sick,' meaning when a monk is sick and cannot survive on a single meal. 'When there is work to be done' means when a monk is doing work for the Sangha or a stupa, even if it is just a little bit of sweeping or making a small mandala. 'When traveling' means when a monk has traveled half a yojana or has traveled half a yojana and returned. 'When on a boat' means when a monk has traveled half a yojana on a boat or has traveled half a yojana and returned. 'When there is a large gathering' means when alms are being distributed. 'When it is time for the food of ascetics' means that if other non-Buddhist renunciates are present, they are also counted among the ascetics. 'In these cases, it is the proper time' means that in these cases, it is in accordance with the Dharma. So, how does one incur a downfall? If a monk is within the boundary and knows it to be within the boundary, and eats in a group, he incurs a downfall. If a monk is within the boundary and eats with doubt, and eats in a group, he incurs a downfall. If a monk is outside the boundary but thinks it is within the boundary, and eats in a group, he commits a minor offense. If a monk is outside the boundary and eats with doubt, and eats in a group, he commits a minor offense."
