At that time, the monks requested the Blessed One. Then, the Blessed One, as before, did things such as "This is the cause, this is the beginning, and at this time the monastic community of monks should be assembled." The Buddhas, the Blessed Ones, knowingly transgressed, and so on, as before. The Blessed Buddha rebuked the monks dwelling on the banks of the delightful river, saying: "Monks, is it true that you have spoken the supreme human Dharma truth to those who have not received full ordination?" They replied, "Venerable One, no." The Blessed Buddha condemned the actions of not being diligent, not striving, and not examining. Then, the Blessed One praised the actions of diligence, striving, and examination, and said to the monks: "Monks, therefore, you should truly observe the ten benefits and establish the basis of training for the hearers of the teachings." And so on, as before. "My hearers should recite the basis of training in this way: If any monk speaks the supreme human Dharma truth to one who has not received full ordination, he commits a Patayantika offense." "If any monk" refers to this Dharma. "To one who has not received full ordination" refers to the fact that there are two types of full ordination: monks and nuns. Other than that, it is one who has not received full ordination. "Human Dharma" refers to the Dharma that can be attained by humans, which is Nirvana. Because this Dharma can be attained by humans, even eunuchs and hermaphrodites cannot attain it, let alone hell beings, animals, and hungry ghosts. "Supreme" means that the form realm is superior to the desire realm, and the formless realm is superior to the form realm. Alternatively, "Human Dharma" refers to the five obscurations. "Supreme" refers to whatever has abandoned these obscurations. "Truth" means that its entity is the truth itself. "To speak" means to declare. "Patayantika offense" means to burn and cook beings in hell, animals, hungry ghosts, evil destinies, evil paths, and wrong views.

It causes downfall. Furthermore, if these downfalls are not confessed and not confessed separately, they obscure virtuous dharmas. Therefore, it is called a cause of downfall. So, how does it lead to downfall? In the Intermediate Vows, it says: Without changing perception, in monasteries and lay households, displaying beds, clinging to one's own characteristics, and showing oneself off. If a monk, without changing perception, and without changing patience, desire, wisdom, discrimination, and view, says, "I have seen the gods," it will lead to a downfall. From nagas and yakshas, up to rotten corpses, if he says, "I have seen," it will lead to a downfall. Even if he says, "I have seen the flesh-eaters in the dust," it will be a misdeed. If a monk, without changing perception, and without changing patience, desire, wisdom, discrimination, and view, says, "I have heard the sound of the gods," it will lead to a downfall. From nagas and yakshas, up to rotten corpses, if he says, "I have heard the sound of...," it will lead to a downfall. Even if he says, "I have heard the sound of the flesh-eaters in the dust," it will be a misdeed. If a monk, without changing perception, and without changing patience, desire, wisdom, discrimination, and view, says, "I am going to see the gods," it will lead to a downfall. If a monk, without changing perception, and without changing patience, desire, wisdom, discrimination, and view, says, "The gods are coming to see me," it will lead to a downfall. From nagas and yakshas, up to rotten corpses, if he says, "...are coming to see me," it will lead to a downfall. Even if he says, "The flesh-eaters in the dust are also coming to see me,"

It will become an offense to be confessed. If a monk, without changing his perception, endurance, desire, wisdom, thought, and view, says this: he converses with the gods, says "Please come," rejoices individually, and always stays together, if he says this, it will become a downfall. From the Nagas and Yakshas, as before, up to the rotten corpses, he converses with them, says "Please come," rejoices individually, and always stays together, if he says this, it will become a downfall. Even if he says this: he converses with the flesh-eaters in the dust, says "Please come," rejoices individually, and always stays together, if he says this, it will become an offense to be confessed. From impermanence to the perception of suffering, as before, up to the perception of individually realizing emptiness, if he says he has obtained it, it will become a downfall. If a monk, without changing his perception, endurance, desire, wisdom, thought, and view, says this: while obtaining, I have obtained meditation.
