At those times, the monks requested the Blessed One, and the Blessed One instructed: "Monks, you should appoint monks who can act swiftly and monks who are not obvious, to go separately to the homes of laypeople to persuade them. For those monks who go to the homes of laypeople to persuade them, if they do not possess five qualities, then those who have not been appointed should not be appointed, and those who have been appointed should be withdrawn. What are these five qualities? They are: acting out of desire, acting out of hatred, acting out of ignorance, acting out of fear, and not knowing the families that have been persuaded and those that have not. For those monks who go to the homes of laypeople to persuade them, if they possess five qualities, then those who have not been appointed should be appointed, and those who have been appointed should not be withdrawn. What are these five qualities? They are: not acting out of desire, not acting out of hatred, not acting out of ignorance, not acting out of fear, and knowing the families that have been persuaded and those that have not. The appointment should be done in this way: After arranging the seats, strike the ghanta, and admonish the monks with words of inquiry. When all the Sangha has gathered and is in harmony, first ask for consent. 'Monk so-and-so, are you willing to act swiftly and to persuade the monks who are not obvious to go separately to the homes of laypeople?' If willing, then he should say 'willing.' After that, one monk should make a request and perform the karma. Venerable Sangha, please listen. In order to make those monks who act swiftly, and those who are not obvious, known to the many unbelieving people, they should be sent to the homes of laypeople to persuade them in that way. If this monk named so-and-so is willing to act swiftly and to persuade those monks who are not obvious to go separately to the homes of laypeople, if the Sangha deems it timely and allows it, then please let the Sangha approve. The Sangha appoints this monk named so-and-so to go separately to the homes of laypeople to persuade them. This monk named so-and-so is able to act swiftly and to persuade those monks who are not obvious to go separately to the homes of laypeople. This is the request. The karma should be done in this way: Venerable Sangha, please listen."

The monk is expelled, and the nun does not appear. In any case, if a large crowd of laypeople does not believe and becomes wise, acting in such a way in lay households, then this monk is called "so-and-so." The monk is expelled, and the nun does not appear, willing to let lay households understand separately. For this reason, the Sangha appoints this monk, called "so-and-so," to let lay households understand separately. If this monk, called "so-and-so," is expelled, and the nun does not appear, letting lay households understand separately, then those venerable ones who can tolerate appointing this monk, called "so-and-so," to let lay households understand separately, should remain silent. Those who cannot tolerate it should speak. The Sangha has tolerated and permitted, and the Sangha has appointed this monk, called "so-and-so," to let lay households understand separately. In this way, because no one speaks, it is accepted as such. Monks, I should establish the Dharma of universal conduct by which monks are understood separately in lay households. Monks are understood separately in lay households, and it should be said thus: Venerable ones, listen. Causing lay households to be disgusted with lay households, and causing dwellings to be disgusted with dwellings, is like this: For example, if a rich rice field is hit by unbearable hail, then the rice itself becomes rotten, wasted, and becomes bad because it is untimely. Also, if a rich sugarcane field has a disease called "red," then the sugarcane itself becomes rotten, wasted, and becomes bad because it is untimely. Venerable ones, do not trust what this monk and nun say. Just like this, this monk and nun are like scorched barley, and for this Dharma and Discipline, they are those who cannot be reborn. The Blessed One, and the Venerable Ajnata Kaundinya, and Vashpa, and Ashvajit, and Bhadrika, and the Venerable Yashas, and Ganga, and Vimala, and the cowherds, and Hastaka, and Shariputra, and the great Maudgalyayana, and Mahakashyapa.
