Furthermore, those who seek jewels also carefully examine from there and collect those jewels. Monks, elders, abide-ers, alms-seekers also do alms-seeking activities such as providing water to the Sangha. These six groups of monks, who are fond of food, just eat, drink, and sit. When those people pray, the six groups of monks hear and say, "Wise ones, do you think these people are providing water to the Sangha with good Dharma? In reality, these people are doing the work of annihilation." Those people ask, "What have these people done?" The six groups of monks say, "They have done things that should not be done by hand, like this, like that." Those monks, elders, and abide-ers think, "If the situation of those people is like this, then what will be the situation of other monks, middle monks, and newly learned monks?" Then they scold, slander, and mock. When those fully ordained monks are anointing the stupas of hair and nails with soft oil in the afternoon, the six groups of monks ask those who live with them and are close to them, "Shramanas, where have your preceptors and teachers gone?" They reply, "They are doing meritorious deeds, anointing the stupas of the Blessed One's hair and nails with soft oil. You should also do such meritorious deeds. Do you think these people are anointing the stupas of hair and nails with soft oil with good Dharma? In reality, these people are doing the work of annihilation." Those people ask them, "What have these people done?" The six groups of monks say, "They have done things that should not be done by hand, like this, like that." When those fully ordained monks rise from the fallen state, they advise the Shramanas, "Shramanas, do this, do that." Those Shramanas say, "Why don't you do it?" They say, "We should not do it." Those people say, "If you can do this, do that, why can't this be done?" They say, "Although there are such situations, but..."

Now we have confessed that offense according to the Dharma. Who told you? It was the group of six monks. Why do those monks with few desires rebuke the monks, saying that they speak of grave offenses to those who have not received full ordination as monks? They slander, revile, and speak ill of them. At that time, the monks petitioned the Blessed One, and the Blessed One instructed them, saying: They should be answered thus: Who is without fault? Who is the one who does not err? Who will not be completely deluded? Who is said to be always steadfast? He who is liberated by perfect knowledge, the perfectly enlightened Buddha, the one who knows best, for him there is no fault. That is the one who does not err. He will not be completely deluded. He is said to be always steadfast. Then, the Blessed One, for this event, for this origin, for this reason, convened the monastic community of monks, and so on, as before. The Buddhas, the Blessed Ones, knowingly commit offenses, and so on, also as before. The Buddha, the Blessed One, rebuked the group of six monks: Monks, is it true that you speak of grave offenses to those who have not received full ordination as monks? Venerable One, it is not so. The Buddha, the Blessed One, rebuked them, saying: This is not the conduct of a renunciate, it is not in accordance, it is not proper, it is not in accordance with the rules, it is not something to be done by one who has gone forth. Then, after rebuking them in various ways, the Blessed One said to the monks: Monks, therefore, having truly seen ten benefits, a training rule should be established for the hearers in the Vinaya, and so on, as before. My hearers should recite the training rule in the Vinaya in this way: If a monk speaks of a grave offense to one who has not received full ordination as a monk, he commits an offense entailing expiation. The Blessed One established a training rule for the hearers in the Vinaya. In Shravasti, the monks were quarreling, and the nuns were unclear, and in any case, it would be known to many unbelieving laypeople, like that...
