They would scold, saying, 'Which monk is it? His name is this, his lineage is this, his family is this.' If he speaks the name, he commits a downfall; if he speaks the lineage and family, he commits a misdeed. Similarly, as long as a monk speaks words that divide the monks with the intention of slander, whether true or false, he will commit a downfall in all cases. There is no downfall for the first-time offender, the insane, the mentally disturbed, or those afflicted by feelings. This concludes the third downfall of slandering monks. The Buddha, the Bhagavan, was dwelling in Jeta's Grove in Anathapindika's Garden in Shravasti. At that time, there were six monks who, knowing that the Sangha was in harmony and had justly settled the dispute according to the Dharma, said, 'This dispute has not been cleaned with a broom, it has not been properly cleaned with a broom, it should be cleaned again with a broom.' 'This dispute has not been definitely investigated, it has not been properly definitely investigated, it should be definitely investigated again.' 'This dispute has not been pacified, it has not been properly pacified, it should be pacified again.' Thus, they repeatedly made accusations. As the monks repeatedly pacified the dispute, they became burdened with many tasks and many actions, and they abandoned the study of the scriptures, recitation, chanting, yoga, mindfulness, and the inner peace of mind. Monks, why do you, who are of few affairs, knowing that the Sangha is in harmony and has justly settled the dispute according to the Dharma, say, 'This dispute has not been cleaned with a broom, it has not been properly cleaned with a broom, it should be cleaned again with a broom.' 'This dispute has not been definitely investigated, it has not been properly definitely investigated, it should be definitely investigated again.' 'This dispute has not been pacified, it has not been properly pacified, it should be pacified again.' Thus, they repeatedly made accusations?' They insulted, slandered, and spoke harsh words. At that time, the monks reported this matter to the Bhagavan. Then, because of this event, this origin, and this situation, the Bhagavan convened the Sangha of monks and gave teachings, and so on.

As before. The Buddhas, the Bhagavat, knowingly act, and so on, as before. The Buddha, the Bhagavat, rebuked the group of six monks, saying: Monks, it is true that you knowingly cause trouble with actions, even though the Sangha is in harmony and disputes are settled according to the Dharma. Venerable ones, know this. The Buddha, the Bhagavat, rebuked them, saying: The conduct of a renunciate that is not in accordance with the Dharma, not in accordance with the rules, not proper, and not in accordance with the conduct is not something to be done by one who has gone forth. Then, after the Bhagavat had rebuked them in various ways, he addressed the monks, saying: Monks, therefore, having truly seen the ten benefits, the foundation of the training of the hearers should be established in the Vinaya, and so on, as before. My hearers should recite the foundation of the training in the Vinaya in this way: Again, any monk who knowingly causes trouble with actions, even though the Sangha is in harmony and disputes are settled according to the Dharma, commits an offense entailing expiation. Again, who is the monk? It refers to the group of six monks, or anyone else like them. The Sangha refers to the Sangha of the Tathagata's hearers. Harmony means being of one mind. According to the Dharma means according to the Dharma, according to the Vinaya, and according to the Teacher's teachings. Dispute refers to the four kinds of disputes: disputes arising from fighting, disputes arising from not admonishing, disputes arising from offenses entailing expiation, and disputes arising from business. Settled means pacified. Knowingly means fully knowing oneself, or being told by others. Again, causing trouble with actions means doing it again. Committing an offense entailing expiation means causing sentient beings to be burned, tormented, and fallen into hell, animals, hungry ghosts, evil realms, evil paths, and wrong views. Furthermore, if this offense entailing expiation is not confessed and not individually confessed, it will obstruct virtuous dharmas, therefore it is said to commit an offense entailing expiation. So, how does one commit an offense entailing expiation? A monk fights in a dispute because of fighting.
