The rule was established to make us commit offenses by acting improperly towards the Bhagavan. Monks, I am a newcomer, and this matter should be guarded by the resident monks. Nisidana, whether a newly arrived monk or a resident monk, must observe the rules of the Sangha. Nisidana, I should establish the Dharma to be commonly practiced by newly arrived monks. After a newly arrived monk enters the monastery, he should ask the monks: What rules are there here? If asked, that's good; if not asked, a serious crime will be committed. Nisidana, even so, I should give the abandonment of the quiet place to the monk in the quiet place, because the monk in the quiet place is to serve the Tathagata, so there is no time when it is impossible to go. The abandonment of the alms-begging monk, the contented alms-begging monk, the monk who does not take food later, the one-seat monk, the three-robe monk, the felt-robe monk, the monk who holds a duster, the monk who lives under a tree, the monk who lives in a tomb, the solitary monk, the monk without a house, and the monk who lives as he is, should be given to the monk who lives as he is, because the monk who lives as he is serves the Tathagata, so there is no time when it is impossible to go. After that, the venerable Nisidana greatly praised and rejoiced in what the Bhagavan had said, bowed his head to the feet of the Bhagavan, and departed from the presence of the Bhagavan. After that, the group of six monks went to where the venerable Nisidana was, and after arriving, said to the venerable Nisidana: Venerable Nisidana, please open the door of convenience! Please open the door of convenience for the five kinds of offenses! Please repent of the offenses you have committed according to the Dharma! I have not seen the offenses. Have you not broken the rules of the Sangha? What are the rules of the Sangha? The group of six monks reported this matter to the king, and the venerable Nisidana said to the group of six monks: Venerable ones, the Bhagavan

Although the past was like that for the attendants, I should give the permanent abandonment of the wilderness dwelling of the Aranyaka bhikkhu. For the Aranyaka bhikkhu, there is no time that is not for the purpose of serving the Tathagata. Also, the alms-begging bhikkhu, the alms-begging bhikkhu who is content with what he has obtained, the bhikkhu who does not take food afterward, the one-seat bhikkhu, the three-robe bhikkhu, the felt-robe bhikkhu, the bhikkhu who holds a duster, the bhikkhu who dwells under a tree, the bhikkhu who dwells in a charnel ground, the squatting bhikkhu, the bhikkhu without a covering, and the bhikkhu who dwells wherever he is, should be given the permanent abandonment of dwelling wherever he is. For the bhikkhu who dwells wherever he is, there is no time that is not for the purpose of serving the Tathagata. Thus spoke the Blessed One. Then, those Shakya renunciates thought thus: Thus, the Blessed One completely reproached those with great desire and praised those with little desire; in reality, the Blessed One is reproaching us. We should entrust the bowl, Dharma robe, net, bowl, and extra belt to the venerable Ananda, and with pure intention, we will go to where the Blessed One is. Then, those bhikkhus, carrying the bowl, Dharma robe, bowl, and extra belt, went to where the venerable Ananda was, and upon arriving, they said this to the venerable Ananda: Venerable Ananda, for the sake of compassion, please accept from us this bowl, Dharma robe, net, bowl, and extra belt. Venerables, please wait for this reason, I will inform the Blessed One. Then, the venerable Ananda went to where the Blessed One was, and upon arriving, he bowed his head to the two feet of the Blessed One and sat to one side. Having sat to one side, the venerable Ananda reported the situation in detail to the Blessed One at that time. Then, the Blessed One said to the venerable Ananda: Ananda, for this reason, take them and pile them up in a large temple, and then give them to that busy bhikkhu. The venerable Ananda replied: Venerable One, I will do as you command. Then, from the Blessed One

Having heard this, they took the alms bowls, Dharma robes, nets, bowls, and extra belts from the Shakya renunciates and piled them up in a large temple. Then, those Shakya renunciates, abandoning the alms bowls, Dharma robes, nets, bowls, and extra belts as if they were diseases, abscesses, and pains, taking only the three Dharma robes and alms bowls, with pure lineage and humble demeanor, went to where the Blessed One was, bowed their heads at the feet of the Blessed One, and sat down to one side. The Blessed One, understanding the thoughts, habits, inclinations, and nature of those Shakya renunciates, taught the Dharma in such a way that those five hundred Shakya youths, while sitting on that very seat, shattered the twenty high peaks of the mountain of the view of the aggregates with the vajra of wisdom, and manifestly attained the fruit of stream-entry. Having seen the truth, they entreated, "Venerable One, relying on the Blessed One, the spiritual friend, what the Blessed One has done for us, neither father nor mother has done for us, nor has the king done for us, nor have the gods done for us, nor have the ancestors of the past done for us, nor have the ascetics and Brahmins done for us, nor have the loving ones, friends, and assemblies of relatives done for us. (You) have dried up the ocean of blood and tears, liberated us from the mountain of bones, closed the doors of the lower realms, opened the doors of heaven and liberation, pulled the feet (of beings) from hell, animals, and hungry ghosts, and placed them among gods and humans. You have brought samsara to an end. The twenty high peaks of the mountain of the view of the aggregates, accumulated since beginningless time, have been shattered by the vajra of wisdom, and we have manifestly attained the fruit of stream-entry." The monks, having arisen in doubt, asked the Buddha, the Blessed One, who cuts off all doubts, "Venerable One, how did the Blessed One cause the five hundred Shakya youths to rely on the venerable Upāli, separate from great desire and abide in little desire, and place them in the ultimate
