When the teachings flourished, Brahmins and faithful householders would prepare food for the Sangha in their homes. The group of six monks would go to any place where food was being offered as alms and enjoy it to the fullest. The Brahmins and faithful householders would say, "Venerable ones, why do only you come like a single umbrella? Why don't those elder monks come?" The group of six monks would say, "They do not partake of such food." "Then what kind of food do they partake of?" "They partake of alms food." "Venerable ones, the Blessed One has taught that we who give alms are the best. Why do you say that they do not partake of such food?" The Blessed One said in the Sutra of the Noble Lineage, "To be content with any kind of Dharma garment is a noble lineage, to be content with any kind of alms is a noble lineage, to be content with any kind of dwelling is a noble lineage, to delight in renunciation, to delight in meditation is a noble lineage." Having gone forth into the well-spoken Dharma and Vinaya, why do you speak so carelessly? Leave, and do not come here again! Having become without confidence, the group of six monks left without saying a word. Having heard this from one to another, the monks reported the matter to the Blessed One. The Blessed One said, "Monks, do you know the gluttonous monk? Or anyone else like him, they should be forbidden from receiving food. A monk who is forbidden from receiving food, if he possesses five qualities, then even those who have not been forbidden should be forbidden, and those who have been forbidden should be expelled. What are the five? Going out of desire, going out of hatred, going out of delusion, going out of fear, and not knowing whether one is forbidden from receiving food or not. A monk who is forbidden from receiving food, if he possesses five qualities, then even those who have not been forbidden should be allowed to receive, and those who have been forbidden should not be expelled. What are the five? Not going out of desire, not going out of hatred, not going out of delusion, not going out of fear, and knowing whether one is forbidden from receiving food or not.

Thus should the appointment be made: After arranging the dwelling, strike the gavel and exhort the monks with words of inquiry. After all the Sangha have settled and are in harmony, one should first be pleased and say: Are you, named so-and-so, willing to appoint food for the monks? If willing, one should say "willing." After that, one monk should make a request and then act. Venerable Sangha, please listen! If the monk named so-and-so is willing to appoint food for the monks, if the Sangha deems it timely and permissible, please allow the Sangha to grant permission. The Sangha will appoint the monk named so-and-so to appoint food for the monks. The monk named so-and-so will appoint food for the monks. This is the request. The action should be as follows: Venerable Sangha, please listen! The monk named so-and-so is willing to appoint food for the monks. Therefore, if the Sangha appoints the monk named so-and-so to appoint food for the monks, then those of you venerable ones who permit the appointment of the monk named so-and-so to appoint food for the monks, please remain silent. Those who do not permit, please speak. After the Sangha has permitted and granted permission, the Sangha has appointed the monk named so-and-so to appoint food for the monks. In this way, because there is no speech, it is thus determined. When the venerable Anathapindika is appointed to appoint food, at that time he prepares three kinds of food for the Sangha: the superior, the middling, and the inferior. For those monks who arrive suddenly, on the first day he appoints the superior food, the second day the middling, and the third day the inferior. On the fourth day, they themselves know their own destination and begin to go for alms. At that time, the venerable Anathapindika, residing in Rajagriha, is responsible for the permanent residence, making requests, holding the full amount, distributing dwellings, and appointing food, so he serves the Sangha according to the rules, according to the order of seniority, and according to the sequence.
