The Blessed One saw Bu Nor only from afar. Having seen him, the Blessed One said to the venerable Bu Nor: "Bu Nor, come here, it is good that you have come! You have arrived in time. Bu Nor, sit down on your own seat as it is!" Then, the venerable Bu Nor bowed his head to the two feet of the Blessed One and sat down on one side. At that time, in Rajagriha, the residences were arranged disharmoniously. The residences of those who hold the Sutras and those who hold the Vinaya, the residences of those who hold the Sutras and those who hold the Matrika, the residences of those who hold the Sutras and those who preach the Dharma, the residences of those who hold the Sutras and those who renounce, were arranged together. The residences of those who hold the Vinaya and those who hold the Sutras, the residences of those who hold the Vinaya and those who hold the Matrika, the residences of those who hold the Vinaya and those who preach the Dharma, the residences of those who hold the Vinaya and those who renounce, were arranged together. The residences of those who hold the Matrika and those who hold the Sutras, the residences of those who hold the Matrika and those who hold the Vinaya, the residences of those who hold the Matrika and those who preach the Dharma, the residences of those who hold the Matrika and those who renounce, were arranged together. The residences of those who renounce and those who hold the Sutras, the residences of those who renounce and those who hold the Vinaya, the residences of those who renounce and those who hold the Matrika, the residences of those who renounce and those who preach the Dharma, were arranged together. When the residences were arranged disharmoniously, the monks, guarding their minds against each other, did not do good deeds, and they did not increase in virtuous dharmas, just like a lotus without water. The Blessed One thought, "This Bu Nor, before the Buddhas of the past and the Blessed One, the Tathagata, the Arhat, the Perfectly Enlightened One, Light Protector, alas! If I (could) when the lifespan of beings is a hundred years, (I would see) the Blessed One, the Tathagata, the Arhat, the Perfectly Enlightened One, Shakyamuni Buddha."

Having renounced in the doctrine, he prayed to become the best of those who assign dwellings. Thinking, 'Does this mean to have the monks take turns assigning dwellings?' Then, the Blessed One said to the monks: 'Monks, you should appoint a monk of high seniority, or another similar monk, as the one who assigns dwellings. A dwelling assigner who possesses five qualities should not be appointed if he has not been appointed, and should be removed if he has been appointed. What are the five? They are acting out of desire, acting out of hatred, acting out of delusion, acting out of fear, and not knowing whether a dwelling has been assigned or not. A dwelling assigner who possesses five qualities should be appointed if he has not been appointed, and should not be removed if he has been appointed. What are the five? They are not acting out of desire, not acting out of hatred, not acting out of delusion, not acting out of fear, and knowing whether a dwelling has been assigned or not. It should be assigned in this way: After arranging the dwellings, strike the ghanta, and urge the monks with words of inquiry. After all the Sangha has gathered and is in harmony, first ask: 'So-and-so, are you willing to assign dwellings to the Sangha?' If he is willing, he should say, 'I am willing.' After that, one monk should make a request and perform the karma. Venerable Sangha, please listen! If the monk named So-and-so is willing to assign dwellings to the Sangha, if the Sangha thinks it is the right time and approves, then let the Sangha allow it. The Sangha will appoint the monk named So-and-so to assign dwellings to the Sangha. The monk named So-and-so is assigned to assign dwellings to the Sangha. This is the request. The karma should be performed as follows: Venerable Sangha, please listen! The monk named So-and-so is willing to assign dwellings to the Sangha, therefore, if the Sangha appoints the monk named So-and-so to assign dwellings to the Sangha, then, among the venerable ones, those who approve of appointing the monk named So-and-so to assign dwellings to the Sangha, let them remain silent. Those who do not approve, please speak up!'
