Among beings including practitioners and Brahmins, and among gods and humans, the thief is the greatest thief. The Blessed One spoke thus, and after the Well-Gone One spoke thus, the Teacher further spoke thus: Here, whoever has not become an Arhat, yet claims to be an Arhat, that is a thief in the world including Brahma, and should be called a violator of discipline. Then, the Blessed One rebuked in various ways, and said to the monks: Monks, therefore, you should truly observe the ten benefits, and I shall establish the basis of learning for the Shravakas in the Vinaya, that is, for the sake of gathering the Sangha, and so on, that my pure conduct may benefit many beings, be truly and thoroughly shown between gods and humans, and endure for a long time, as before. My Shravakas should recite this basis of learning in the Vinaya as follows: Again, any monk who does not know and does not fully know, and claims to know, to have attained the superior human Dharma, the noble Dharma, the special qualities, knowledge, vision, and tactile experience, if he violates this and wants to be purified, whether asked or not at another time, he should say: Venerable ones, I said I knew what I did not know, I said I saw what I did not see, I spoke falsely and untruthfully. If he says so, that monk has committed a Parajika offense and should not live together. The Blessed One established the basis of learning for the Shravakas in the Vinaya. Many monks dwell in solitary places, forests, mountainsides, and remote areas, diligently practicing yoga, relying on a small cause of tranquility, clinging to their own characteristics, and suppressing afflictions with worldly attention, therefore, attachment to desire and malice do not arise in their minds, and then they know each other, Venerable ones, know that we have obtained what hermits should obtain.

Moreover, afflictions arose even for those living there. If there was no attachment to desire and no hatred arose in their minds, haven't we committed the sin of defeat and downfall? Come, let us go to where the venerable Ānanda is and ask him about this matter. We will follow whatever the venerable Ānanda says to us. So they went to where the venerable Ānanda was and said to him: Venerable Ānanda, please listen. The Blessed One has established the following training for the disciples of the Śrāvakas in the Vinaya: If a Bhikṣu has not realized or fully realized, has not attained the supreme human Dharma, the noble Dharma, the special attainment, has no knowledge, no vision, no experience of touch, but claims to know and see what he does not, if he wishes to be purified from the downfall, whether he asks or does not ask at another time, he says: Venerable ones, I said I knew what I did not know, I said I saw what I did not see, I was lying. That Bhikṣu has also committed a sin of defeat and cannot stay any longer.
