Having bowed to the ground with their heads, they sat down to one side. Having sat down to one side, many monks extensively inquired about the matter from the Blessed One. The Blessed One said: Monks, I would forbid it even to a human being, what need to mention one born in the animal realm? Monks, that foolish person has been defeated. Then, regarding this event, this basis, and this occasion, the Blessed One convened the assembly of monks. From "The Buddhas, the Blessed Ones, knowingly commit offenses" to "The Buddha, the Blessed One, rebuked that monk," it is as before. Monk, is it true that you have done such an unseemly thing? Venerable one, no. The Buddha, the Blessed One, from "non-ascetic conduct" to "Foolish person, you have placed a black snake with rapidly spreading venom, fierce, harsh, and sharp venom, into your own limbs, how excellent! Having done so, it is not as if you were born in the animal realm," rebuked him in various ways. Then, after rebuking him in various ways, the Blessed One addressed the monks, saying: Monks, therefore, the former precept has been established, and this is subsequently established. My disciples should recite this basis of training in the Vinaya as follows: If any monk, being one who shares the same training with the monks, has not renounced the training, has not broken the training, engages in unchaste conduct, engages in the practice of sexual intercourse, even with a being born in the animal realm, that monk is defeated and should not dwell with us. Furthermore, what is meant by "any monk"? There are four types of monks: a nominal monk, a self-proclaimed monk, a monk for the sake of begging, and a monk for the sake of destroying afflictions. What is a nominal monk? One who is called a monk by name, designation, second word, honorific term, concept, appellation, designation, or terminology, or is called a kind of monk, or is called similar to a monk, that is called a nominal monk. What is a self-proclaimed monk? One who...

Although not a beggar, he claims to be a Bhikshu, lives by stealing, and vows to be a Bhikshu, this is called a claiming Bhikshu. What is a Bhikshu for the sake of begging? Whoever possesses the Dharma and lives by begging is called a Bhikshu for the sake of begging. What is a Bhikshu for the sake of destroying afflictions? Whoever's outflows That which causes all afflictions, and also causes rebirth, together with diseases, maturation, suffering, and future birth, old age, sickness, and death, are all abandoned, completely known, eradicated from the root, making the foundation invisible like cutting off the head of a palm tree, and has become a Dharma nature that will not be reborn in the future, this is called a Bhikshu for the sake of destroying afflictions. In this sense, whoever has received full ordination through petition and the karma of the four non-deviations should be regarded as a Bhikshu. Therefore, it is said, what is a Bhikshu. Together with the Bhikshus means those who are different from this, but in accordance with the Dharma, and whose behavior is the same as Brahma. The so-called same precepts means that the precepts that a Bhikshu who has received full ordination for a hundred years should hold, those who have newly received full ordination today should also hold; the precepts that those who have newly received full ordination today should hold, those who have received full ordination for a hundred years should also hold. Therefore, whether it is equal in discipline, equal in learning, or equal in reciting the Pratimoksha Sutra, it is called holding the same precepts. Therefore, it is said to hold the same precepts. Regarding the so-called non-ordination, in what circumstances is it considered non-ordination? For example, if a Bhikshu is angry and controlled by anger and gives ordination, it can be said to be non-ordination. If one is drunk, mentally disturbed, or troubled by feelings and gives ordination, it can be said to be non-ordination. Giving ordination to a madman can be said to be non-ordination. Giving ordination to someone who is mentally disturbed or troubled by feelings can be said to be non-ordination. For the foolish, the dumb, and the deaf Giving ordination can be said to be non-ordination. In a secluded place
