Then, the Blessed One gathered the Sangha of monks because of this event, this origin, and this occasion. The Tathagata gathers the Sangha of monks when he sees two benefits, namely, so that my hearers may fully understand everything, and that the basis for learning the Vinaya that I have established may become good. The Buddhas, the Blessed Ones, cultivate knowingly, cultivate knowingly, know but do not cultivate, cultivate at the right time, do not cultivate past the time, cultivate in accordance with meaning, do not cultivate in accordance with meaning. The Buddhas, the Blessed Ones, use water dragons to prevent the cultivation of things that do not accord with meaning. Therefore, the Buddhas, the Blessed Ones, are those who know the time to cultivate things that accord with meaning. Good Giving, I have taught the Dharma of liberation of mind and liberation of wisdom in order to separate desire from desire, and the Dharma of separating hatred from desire.

By acting in this way, it is not appropriate to be in a woman's place! Thus, various reproaches were made. Then, after the Blessed One had reproached in various ways, he said to the monks: Monks, therefore, you should truly observe the ten benefits, and thereby establish the foundation of the precepts of the Vinaya for the Shravakas. Namely: for the sake of the Sangha's acceptance, for the sake of the Sangha's perfection, for the sake of the Sangha's well-being, for the sake of subduing the disrespectful, for the sake of the well-being of the conscientious, for the sake of making the unbelieving believe, for the sake of increasing the faith of the believing, for the sake of stopping the defilements of this life, for the sake of preventing the defilements of future lives, and for the sake of my pure conduct benefiting a great multitude of people, being widely proclaimed among gods and humans, and lasting for a long time. My Shravakas should proclaim the foundation of the precepts of the Vinaya in this way: If any monk, together with the Sangha of monks, because of having the same precepts, without renouncing the precepts, without destroying the precepts, engages in impure conduct, practicing the Dharma of sexual intercourse, then that monk has failed and should not dwell together. Thus, the Blessed One established the foundation of the precepts of the Vinaya for the Shravakas. The Buddha, the Blessed One, was dwelling in Rajagriha (present-day Rajgir, Bihar) in the Bamboo Grove, the sanctuary of the Kalandaka birds. At that time, a certain monk was dwelling in a monastery hut in Rajagriha.
