Those who cannot tolerate it should speak. This is the first announcement. Similarly, the second and third announcements should also be made. After the Sangha tolerates and permits, the Sangha grants the abatement of non-insanity to the Bhikshu Byema Kyés. In this way, because no one speaks, it is recognized as such. For one that is unlawful and deserves the abatement of non-insanity, that is the lawful one. What is the unlawful one? For example, a Bhikshu is not insane, but thinks he is insane; his mind is not disturbed, but he thinks his mind is disturbed. The Sangha grants him the abatement of non-insanity that should be granted, and this is the unlawful granting of the abatement of non-insanity, which is the unlawful one. What is the lawful one? For example, the Bhikshu Byema Kyés is insane, his mind is disturbed, he is oppressed by feelings and appears naked, engaging in many non-ascetic behaviors, behaviors that are not in accordance.
