The Sangha, with patience and permission, performed the act of censure against the fully ordained monk Lekdan for repeatedly incurring offenses. In this way, because nothing was said, it was accepted as such. Monks, I shall establish a rule of conduct for monks who have performed the act of censure. A monk who has performed the act of censure should not be expelled, should not be granted full ordination, should not be given lodging, should not be installed as a novice. And so on, as before, what was said for the act of intimidation should be spoken in the same way. If a monk who has performed the act of censure does not properly take up and practice the rule of conduct as it has been established, it will become a grave offense. Thus, performing the act of censure is like hair standing on end, like hair being damaged, like hair falling into the dust of the Sangha, from dwelling within the boundary and requesting restoration, up to the point of abandoning even the repeated commission of offenses. This occasion was when the monks petitioned the Blessed One, and the Blessed One declared: Monks, you have performed the act of censure against the monk Lekdan, and you should perform the act of restoration for anyone else who is similar to him. One who has performed the act of censure, possessing five qualities, should be restored. What are the five? It is like hair standing on end, like hair being damaged, like hair falling into the dust of the Sangha, going forward, showing similarity, dwelling within the boundary and requesting restoration, and abandoning the repeated commission of offenses. Restoration should be done in this way: prepare the place, strike the bell, and truthfully inform the monks with words of inquiry. When the entire Sangha has gathered and is in harmony, the monk Lekdan should squat before the elders, fold his palms in reverence, and say: Venerable Sangha, please listen. I, the monk Lekdan, repeatedly commit offenses, repeatedly incur Sanghavasesa offenses.
