It should be said that whatever there is, that is ours, and in this way, two or three times, among the newly ordained Sangha, all should properly lay it out. Having laid it out extremely well, it should be said that whatever gain and benefit there is in this, that is ours. A monk who is laying out the hard ground cover, holding the hard ground cover, should not be in the toilet area, not in the filthy area, should not enter into the crowd. He should not go outside the boundary. If he goes, he should not stay there. If a monk who is laying out the hard ground cover does not properly take and practice the universally practiced Dharma as it has been established, he will commit a serious offense. Then, a monk who is laying out the hard ground cover should also inform on the fifteenth day of the first half of the spring month: Venerable ones, tomorrow I will remove the hard ground cover, please bless your respective Dharma robes. Whatever gain is obtained from that should be shared by the Sangha. The Venerable Ananda asked the Buddha, the Bhagavan: How many monks have not laid out the hard ground cover? Ananda, there are five: those who are not in summer retreat, those who are scattered during summer retreat, those who vowed to stay after summer retreat, those who vowed to stay separately during summer retreat, and those who did not appear when the hard ground cover was laid out. Furthermore, these five have not laid it out: the arrogant, those who have practiced arrogance, those who should be pleased by their actions, those who have practiced actions that should be pleased, and those who have been given instruction. Venerable, how many have gains but no benefits? At that time, the monks reported this matter to the Blessed One. The Blessed One instructed, "Therefore, I allow the strong cloth to be taken out for the monks who have been robbed by thieves. The method of taking it out is as follows: arrange the dwelling place, strike the ghanta, and admonish the monks with words of inquiry. After all the Sangha has gathered together and is in harmony, one monk should make a request and then perform the karma. Venerable Sangha, please listen! In this place, the Sangha is in harmony, because the strong cloth has been laid out, and many monks who have been robbed by thieves have come here. If the time is right for the Sangha and it is permissible, please grant permission to the Sangha, so that the Sangha may take out the strong cloth for the monks who have been robbed by thieves. This is the request. The karma should be performed as follows: Venerable Sangha, please listen! In this place, the Sangha is in harmony, because the strong cloth has been laid out, and many monks who have been robbed by thieves have come here. If the Sangha is to take out the strong cloth for the monks who have been robbed by thieves, then those of you who agree to take out the strong cloth for the monks who have been robbed by thieves, please remain silent.
