After doing the work of food, he abandoned the alms of the afternoon meal, put down the bowl and robes, washed his feet, and entered the monastery for meditation. Then, the Blessed One arose from meditation and sat on the seat prepared in the midst of the Sangha of monks. Having sat down, the Blessed One addressed the monks: Monks, here, in the morning, having put on the lower garment, taken the bowl and robes, and entered Vaishali for alms, I saw many monks washing, drying, and mending clothes soiled by unclean dwellings at the gate of the Jetavana Monastery. Having seen this, I thought: Brahmins and faithful householders give alms of skin, flesh, and blood, and perform many merits, but the monks use them carelessly and without examination. Monks, it is good, very good, to use the alms given with faith with mindfulness, at the right time, on occasion, after examination, and sparingly. Then, the Blessed One spoke of the admonition to use the alms given with faith with mindfulness, and addressed the monks: Monks, therefore, the dwelling place of the Sangha should not be used without a mat. If the dwelling place is soiled by unclean things, it should be washed immediately, otherwise it will become a serious offense. Then, the Blessed One, in the morning, having put on the lower garment, taking the bowl and robes, entered Vaishali for alms with the attendant monk, the venerable Ananda. The Blessed One saw a man with a black back from afar. Having seen him, he addressed the venerable Ananda: Ananda, do you see that man with the black back? Venerable one, I see him. Ananda, that man was ordained in the teachings of the perfectly enlightened Buddha Kashyapa, and then he used mats that were only in name, mats with dirt, reeds, rushes, and bamboo mats in the dwelling place of the Sangha, and the result of that karma is this life.

For five hundred lifetimes, he turned into a black back. Even now, he turns into a black back. Having realized this, he begged for alms in Vaishali (ཡངས་པ་ཅན།, an ancient Indian city, now northern Bihar). From there, between entering into meditative absorption and rising, it is the same as before. The monks sat down on the seats prepared in the midst of the monastic community. Having sat down, the Blessed One addressed the monks: "Monks, this morning I put on my lower garment, took my bowl and robes, and went to Vaishali (ཡངས་པ་ཅན།, an ancient Indian city, now northern Bihar) to beg for alms. There I saw a person sitting with a black back. He was a monk who had renounced the teachings of the perfectly enlightened Buddha of Light. There, he used a seat that was merely a name in the monastery's dwelling place, and from there, for five hundred lifetimes, he turned into a black back, just as before. Monks, therefore, monks should henceforth not use seats that are merely names or seats with stains to enjoy the monastery's dwelling place. If they do, they will commit a serious offense. However, one should enjoy using two seats. If it is thick, then with one layer. If it is thin, then with two layers. Monks, if Brahmins and householders see monks carrying bright and uncut seats, they will scold, mock, and speak harshly. The Blessed One said: One should carry a blue or mud-colored seat that has been cut with a knife, otherwise one will commit a serious offense. A monk was afflicted with scabies, and his robes were stained with pus and blood, the smell was unpleasant, and bees gathered. When he went to beg for alms, Brahmins and householders saw him and scolded, mocked, and spoke harshly. At that time, the monks requested the Blessed One, and the Blessed One said: Therefore, it is permitted to carry a scabies covering, and it should be washed after five or six days. Otherwise, one will commit a serious offense. Monks afflicted with leprosy leave odors in the monastery's dwelling places, courtyards, ponds, gatehouses, staircases, walkways, and places under trees.

At that time, the monks reported to the Blessed One, and the Blessed One said: Monks, for those monks afflicted with leprosy, I shall establish some rules for common practice. Monks afflicted with leprosy shall not enjoy the dwellings and houses of the Sangha, nor shall they dwell in the corridors and such places as are proclaimed. They shall not enter the lavatories and bathhouses of the Sangha. The Sangha should give them secluded dwellings and provide care. If a monk afflicted with leprosy does not properly observe and practice the established rules of common practice, he will commit a serious offense. Vinaya Basis, Volume Sixty-Four. The Venerable Ananda asked the Buddha, the Blessed One: Venerable, after the Tathagata's Nirvana, is it permissible to keep extra Dharma robes? Ananda replied: It is not permissible. Venerable, is it permissible to consecrate a Mundar Dharma robe as three Dharma robes, and then consecrate it as an extra Dharma robe and keep it? Ananda replied: As you wish. Similarly, wool and Shana cloth are also permissible as you wish. The verse says: Grass clothes and hair clothes, naked hair-braided bark clothes, those who wear skirts and antelope skin, coarse cloth and fine cloth, pre-rain clothes. Having sat to one side, that monk said to the Blessed One: Venerable, I wish to keep a grass robe. The Blessed One said: Foolish man, this grass robe is a sign of the heretics.
