The two competed with each other, each leading five hundred attendants. The two looked at the sources of rivers, lakes, and ponds, and gradually went to the city of Varanasi. At that time, in the city of Varanasi, there was a king named Brahmadatta who ruled the kingdom, from wealth and prosperity to the people and many people being filled. In the pleasure garden of Varanasi, there was a pond called Brahmadatta, which was more excellent and deeper than lakes. From there, various kinds of aquatic flowers grew, and thousands of flower and fruit trees also grew around the four directions. Then, he led five hundred swans to Varanasi, landed in the pond of Brahmadatta, and began to play. Because he lived so cautiously, the crowd was surprised to see him. "Oh, this leader of the swans, with an extremely beautiful body, where did he come from?" He became the ornament of the pond of Brahmadatta, and all the birds swimming in the water were overwhelmed by his beautiful figure, bringing joy to the world, and living as he pleased. This matter was heard by all the people living in Varanasi, and they surrounded the pond of Brahmadatta, watching him live leisurely and his beautiful figure. From there, they arrived at a pond called Cool, descending with hundreds of thousands of attendants, overwhelming all the birds swimming in the water with their beautiful forms, causing joy in the world, and dwelling in contentment. The king said, 'Wise ones, if that is so, lure those birds here.' After they lured them, the king said, 'Wise ones, I have heard that in the Cool Lake there is a bird, an exceedingly beautiful and pleasing swan leader. Do not harm it, but capture it with a net and bring it to me.' They caught it with an extremely soft net, without causing any harm. Then, it spoke in verse: I am firmly caught in a net, having fallen under human control, powerless. In any case, please let the flock of swans quickly fly away, do not delay. Out of five hundred swans, only one was missing, the rest had fled. Afterward, the bird-catchers saw the swan alone, caught in the net, oppressed by sorrow, and were amazed, fearing the king. Without harming it or killing it, they took the swan leader to the king. The other swan, although not caught, bound itself with the net of affection and went along. The swan leader was presented to the king, and the king said, 'Wise ones, how did you bring the other one?' They said, 'Your Majesty, we did not catch it, but it came of its own accord.' The king was greatly astonished and developed great faith. Then, the king placed the swan leader on a lion throne. Then, the swan leader, using language that people could understand, preached the Dharma to the king and his retinue, guiding them onto the path of the ten virtuous actions. The king instructed the ministers, 'Wise ones, today proclaim in the city of Varanasi: In my kingdom, no one shall kill any creature that swims in the water.' Benefits have been done. Great King, if I think that by doing benefits to sentient beings, I will attain unsurpassed perfect enlightenment, you should not view it that way. However, my doing benefits to sentient beings is only a cause, only a condition, only an accumulation for unsurpassed perfect enlightenment. Great King, furthermore, listen to what I have done to benefit sentient beings and establish them in virtue for the sake of pursuing unsurpassed perfect enlightenment. Great King, in the past, there was a teacher named Migme (Beautiful Eye), an outsider heretic with magical powers, who was free from desire among those who desire. The teacher Migme had countless hundreds of thousands of Shravakas, countless thousands of Shravakas, and countless hundreds of thousands of Shravakas. The Dharma taught by the teacher Migme to the Shravakas was not utterly exhausted, not utterly stainless, not utterly abiding in pure conduct, but was equal to the Brahma world. All the Shravakas of the teacher Migme, all of whom had completely perfected their training, meditated on the four Brahma abodes, abandoned the desire for desires, and repeatedly dwelt in them, being born equal to the Brahma world. Not all of them were like that; some were reborn in the Paranirmitavasavartin heaven, some in the Tushita heaven, some in the Trayastrimsha heaven, the retinue of the Four Great Kings, and equal to the great Sala tree of the Kshatriya caste, the great Sala tree of the Brahmin caste, and the great Sala tree of the householder caste. Then the teacher Migme thought to himself: If I were to be the same as the Shravakas, with the same conduct, the same birth, and the same future life, that would not be appropriate. Rather, I should further meditate on the second dhyana with loving-kindness. Thus, he meditated on the second dhyana and was born equal to the gods of clear light.
