"May the gods have mercy. We act according to the will of the gods." After saying this, therefore, leaders, you should govern your respective lands with Dharma, not with non-Dharma. If someone practices non-Dharma or leads others astray, do not let them remain in the land. If you do that, you will be acting according to my will. Then, that precious wheel descended to the east, returned from the great ocean of the east, and proceeded to the south, west, and north, following the path of the previous Chakravartin saints. Then, that precious wheel was raised by the Chakravartin king, ascended into the sky, and proceeded to the north, following the path of the previous Chakravartin saints. Following that precious wheel, the Chakravartin king will advance together with the four divisions of his army. Wherever that precious wheel stops, the Chakravartin king will also establish his residence there together with the four divisions of his army. The various small kingdoms of the northern region will come to where the Chakravartin king is and say to the Chakravartin king, "God, please come. It is wonderful that God has arrived. This land is rich, prosperous, peaceful, and has a good harvest, filled with people and many citizens, this is a gift from the gods. May the gods have mercy. We act according to the will of the gods." After saying this, therefore, leaders, you should govern your respective lands with Dharma, not with non-Dharma.
