If the basis is explained, then the monks will listen. Vinaya Basis, Volume Thirty-nine. Monks, in the past there was a king named Bamboo Tube, a righteous king who possessed Dharma. His country was prosperous, flourishing, peaceful, and had good harvests, filled with people and many inhabitants, trees with flowers and fruits were constant, the gods rained at all times, the land was fertile, and there were no battles, quarrels, disputes, riots, thieves, famines, and diseases were greatly pacified, and people always devoted themselves to the Dharma, and the Dharma ruled the kingdom. When the king reached the time of spring plowing, the flowers of the trees blossomed, and swans, cranes, peacocks, parrots, tits, cuckoos, and hoopoes made sounds, he was surrounded by the retinue of consorts and went to the pleasure garden. At that time, he saw a person whose body was full of wrinkles, with white hair, limbs were old, senses were declining, flesh was withered, stature was small, relying on a staff, walking slowly. Then the king said to the ministers: Wise ones, what is this person whose body is full of wrinkles and white hair, until he walks relying on a staff? They replied: God, this is because the aggregates have declined and he is old. The king said: Wise ones, will such a thing happen to me too? They replied: God, that Dharma is common. Then the king was unhappy and departed, and again saw a pale old man, body cracked and rough, belly like a mountain ravine, wounds full of pus, limbs dripping with pus, wrapped with patches, sighing long sighs, relying on a staff and limping along. Having seen this, he said to the ministers: Wise ones, what is this pale and weak old man, until he limps along? They replied: God, this is a person afflicted by disease. The king said: Wise ones, I

Then, will such a thing happen to me too? The ministers said: O God, this law is common; for those who do evil deeds, it will happen due to the evil of previous karma. The king thought: In any case, I must not do evil. Thinking thus, he set out. He also saw a palanquin decorated with blue, yellow, red, and white cloths, as well as umbrellas, victory banners, pennants, banners, drums, men, women, boys, and girls crowded together. Four people carried the palanquin, and a fast runner led the way. Men holding wooden sticks followed behind, making sounds of "Kyihudpa, Kyihudtupa, Kyihud brother, Kyihud lord." Having seen this, he said to the ministers: Wise ones, from "a palanquin decorated with blue, yellow, red, and white cloths" to "what is this sound of wailing?" is the same as before. The ministers said: O God, this is called death. The king said: Wise ones, will such a thing happen to me too? They said: O God, this law is common. After that, the king truly saw old age, sickness, and death, and became disillusioned, thinking: I too must abandon such enjoyments. So he returned and entered the chamber of sorrow to dwell. In that land, there was a Brahmin named Time Reckoner, who was wealthy, had much wealth, and great enjoyment. He heard how the king, having seen old age, sickness, and death, became disillusioned and entered the chamber of sorrow to dwell. Having heard this, he was surrounded by hundreds and thousands of Brahmins, and entered a completely white chariot with fine horses. Holding golden pitchers and containers filled with balls, he went to the bamboo grove where the king was. The ministers said to the king: O God, the Brahmin Time Reckoner is at the gate. After that, the king came out and sat in the treasury. The Brahmin Time Reckoner performed rituals of victory and longevity, and then sat down and said: O God, why have you entered the chamber of sorrow?

Then he stayed there. The king told the Brahmin Time Reckoner in detail everything that had happened, and he said: "The world of gods is a place to enjoy the fruits of one's own karma, so there is no need to be upset about this. There are also sentient beings who do good deeds, and there are also those who do evil deeds, and there are also those who do both. The Wheel-Turning Kings always do good deeds, and even if they die, they will be born as gods. The gods are also Wheel-Turning Kings, showing the happiness of humans that is particularly superior, and they also experience the happiness of the gods. However, the gods are also the ladder to higher realms, so be diligent in making offerings and giving alms." Then the king instructed the ministers: "Wise men, let it be proclaimed in all places: The king is going to perform endless offerings and almsgiving, come and enjoy it!" Then the king had houses of almsgiving built, giving food to those who wanted food, and drinks to those who wanted drinks. There, a pit for storing rice water was made, and hot rice water was poured into it, and when it cooled down, it became known as "Not Warm, Not Warm." With that rice water and the water from washing rice, it was filled for twelve years, and the mouth that had become fertilizer flowed from there into the river, so it became known as "Rice Water River, Rice Water River." A story of a king in the past.
