Moreover, there are other non-humans, and the noble ones eat elephant meat. Therefore, wouldn't they think, "Have all nine of my elephants been eaten?" Monks should not consume elephant meat. If they do, they will commit a serious offense. Just as with elephant meat, horse meat is the same. The Buddha, the Bhagavan, was dwelling in the country of Campā (an ancient Indian city, located approximately in present-day Bhagalpur district, Bihar, India) near the pond of the sage Garga. The dragon of Campā, with good faith and virtuous thoughts, would come out of his dwelling on the eighth and fourteenth fasting days, take the eight-limbed upavāsa vow, and to make his dwelling visible, would transform into a huge body, abandon his body and dwell, causing no harm or fear to the living beings dwelling in the world. When a famine occurred, people who did not consider their occupations, cowherds, shepherds, grass cutters, wood cutters, those who lived by the road, and those who lived by getting lost, began to cut the dragon's scales into pieces and consume them. 4A The six-group monks, in the morning, having put on their robes, carrying their bowls and Dharma robes, went to beg for alms. He does not cause any harm or fear to the beings dwelling in the world. Because of the famine, the herdsmen and shepherds who do not consider karma, as well as the grass cutters, wood cutters, those who live by the road, and those who live by getting lost, are cutting the dragon's flesh into many pieces and eating it. The noble ones have seen this and have begun to exhort them. Although the noble ones exhort them, they continue to kill and eat. How long will my husband have to endure suffering? Alas, Bhagavan, please hold compassion close and establish a small cause for why the noble ones should not eat dragon meat." Then, the wife of the Campa dragon, knowing that the Bhagavan's silence was permission, bowed to the Bhagavan's feet with her head and immediately disappeared.
