如是而作,知而作,知而不作,时作,不逾时而作,与义相应而作,与义不相应不作,故诸佛薄伽梵以水轮遮止与义不相应之作。彼诸佛薄伽梵于与义相应之作,是知时者,故佛薄伽梵问具寿阿难陀:阿难陀,于夜晓时,阿难陀园中众多童子之烟为何?尊者,彼乃具寿目犍连之子,与近侍等萨婆多之十七童子部众,彼等出家并受具足戒,彼等夜晓时为饥饿羸弱所逼,故有烟。阿难陀,比丘等,凡人未满二十岁者,为比丘之物而受具足戒耶?尊者,受之。阿难陀,不应受具足戒。何以故?阿难陀,凡人未满二十岁者,不能忍受寒冷、炎热、饥饿、口渴、蚊虻、长喙虻、风、日、毒蛇之触,以及他人所说之恶语,恶事之来临,身体之感受痛苦难忍,粗糙炎热不悦意,夺命之事,一切皆不能忍受,于诸漏亦不能无动于衷,不能忍受亦不能接受之自性故。凡人年满二十岁者,能忍受寒冷、炎热、饥饿、口渴、蚊虻、长喙虻、风、日、毒蛇之触,以及他人所说之恶语,恶事之来临,身体之感受痛苦难忍,粗糙炎热不悦意,夺命之事,一切皆能忍受,于诸漏亦能无动于衷,能忍受亦能接受之自性故。薄伽梵作是念:凡有何过患生起,是比丘等,凡人年满二十
English
Thus he acts, knowing he acts, knowing but not acting, acting in time, not acting beyond time, acting in accordance with meaning, not acting if not in accordance with meaning, therefore the Buddhas, the Bhagavat, prevent actions that are not in accordance with meaning with a water wheel. Those Buddhas, the Bhagavat, are knowers of time for actions that are in accordance with meaning, therefore the Buddha, the Bhagavat, asked the venerable Ananda: Ananda, at the time of dawn in the night, what is the smoke of many children in the Ananda Garden? Venerable one, those are the sons of the venerable Maudgalyayana, with the seventeen young members of the Sarvada group, including attendants, who have gone forth and received full ordination, and they are tormented by hunger and weakness at the time of dawn in the night, therefore there is smoke. Ananda, do monks ordain as monks those who are not yet twenty years old? Venerable one, they do. Ananda, they should not be ordained. Why is that? Ananda, a person who is not yet twenty years old cannot endure cold, heat, hunger, thirst, mosquitoes, long-beaked flies, wind, sun, the touch of poisonous snakes, and the evil words spoken by others, the coming of evil, the bodily sensations of unbearable suffering, rough, hot, unpleasant, life-threatening things, all of which cannot be endured, and cannot be indifferent to the defilements, and cannot endure or accept them, because of their nature. A person who is twenty years old can endure cold, heat, hunger, thirst, mosquitoes, long-beaked flies, wind, sun, the touch of poisonous snakes, and the evil words spoken by others, the coming of evil, the bodily sensations of unbearable suffering, rough, hot, unpleasant, life-threatening things, all of which can be endured, and can be indifferent to the defilements, and can endure and accept them, because of their nature. The Bhagavat thought: Whatever faults arise, it is because monks ordain those who are twenty years old.

Thinking about the matter of someone under twenty years of age becoming a bhikṣu, the Buddha therefore issued a decree: Therefore, a bhikṣu should not confer bhikṣu ordination on someone who is not yet twenty years old. If someone comes wanting to receive bhikṣu ordination, he should ask him if he is twenty years old or not. If he confers ordination without asking, it will constitute a serious offense. The Buddha, the Bhagavan, was staying in Śrāvastī, in the Jeta Grove, Anāthapiṇḍada's Park. In Śrāvastī, there was a householder who took a wife from a family of equal status. He played with her, rejoiced, and enjoyed happiness together. After playing, rejoicing, and enjoying happiness, they had a son, who was raised and grew up to be an adult. Later, at another time, that householder's relatives were exhausted, his wealth was exhausted, and his resources were exhausted, and he thought: I will not be able to accumulate wealth in my old age, so I should renounce. Then he said to his son: Son, I will not be able to accumulate wealth in my old age, so I am going to renounce. The son said: Father, if you renounce, I will also renounce. The son said this, and then he took his son and went to the Jeta Grove, and said to the bhikṣu: Venerable, I wish to renounce. The bhikṣu asked: Who is this boy of yours? He replied: He is my son. The bhikṣu asked: Does he also wish to renounce? He replied: Venerable, he also wishes to renounce. The bhikṣu, because of his affection for him, allowed both the father and son to renounce, and then had them learn all the precepts that should be practiced for two or three days, and said: Good men, wild animals do not feed wild animals. Śrāvastī is large and is your own and your father's territory, so go and live by begging for alms. Then, early in the morning, he put on his robes, took his Dharma robes and bowl, and went to Śrāvastī with that śrāmaṇera to beg for alms. That śrāmaṇera saw someone burning trash in a street, and said: Father, please let me burn the trash. The father said: Good man, give the trash to this śrāmaṇera. The śrāmaṇera said: Venerable, it is not worth it.
